Here’s what we’ll cover today.
Purpose A Pre-Proposal Conference and Site Visits are held to:
Afford prospective offerors the opportunity to fully understand the government’s requirements in order to submit a complete, responsive proposal Provide an opportunity to visit the site of the work

Site Visit Ground Rules Prospective offerors must promptly assemble at the given time No late-comers will be allowed to join the tour after it has started No cell phones or recording devices allowed Please stay with the group and the government escorts at all times No sidebar conversations between the Government and Contractors Prospective offerors will not touch equipment or supplies, open cabinets/closets/drawers, or otherwise disturb the workcenters

Site Visit Ground Rules (cont) Prospective offerors must obey all government provided instructions during the tour If a real-world situation develops during the tour that requires evacuation or other actions that may affect the planned agenda, the government reserves the right to terminate the tour or deviate from the schedule All questions must be submitted in writing in the provided format to be accepted by the Government

GEODSS Requirements Mission: The GEODSS system supports the United States Strategic Command (USSTRATCOM) and theater war fighter’s requirements through the detection and surveillance of deep space satellites. The system detects, tracks, identifies, and reports on all man-made objects in the Earth’s orbit within the telescopes’ field of view Scope: The contract provides non-personal services to operate, maintain, and support the GEODSS System at 20th Space Control Squadron (SPCS) Detachment (Det) 1 at Socorro, New Mexico, 20 SPCS Det 2 at Diego Garcia, British Indian Ocean Territory, and 20 SPCS Det 3 at Maui, Hawaii
Here are the GEODSS Mission and Scope to include the 3 Detachments.
GEODSS Requirements PWS Paragraph 1.1.1.1. Site Changes Support additional sites, site closure(s), system upgrades, and additional equipment/telescopes as needed during the performance of this contract It is possible for the site configuration of GEODSS to change in the future starting as early as fiscal year (FY) 21 For instance one new sensor tower is being contemplated at Det 1, White Sands Missile Range (WSMR), Socorro, New Mexico (existing GEODSS site) Additionally, two new operating locations are being contemplated as follows: 1) a Europe Site (complete facility) at Sierra Nevada Observatory, Grenada, Spain (3705 51N, 03 23 05W; 9501 feet altitude) and, 2) a Pacific Site (complete facility) at Siding Spring Observatory, New South Wales, Australia (31 16 30S, 149 04 07E; 3822 feet altitude)
Included in the scope, but not to be proposed on. This is for awareness that these changes are coming down the road.
GEODSS Requirements PWS Paragraph 1.1.1.1. Site Changes (cont) If a detachment is closed, services will be required in support of site closure activities. Support for additional sites, closure(s), upgrades, and equipment/telescopes will be negotiated separately after contract award when and if the need arises.
Site Applicability: To Be Determined
There is a potential for a detachment closure. If this occurs, there may be some work required in support of closure activities. This will be separately negotiated at the time of need.

Changes from Previous Contract and Performance Work Statement (PWS) Changed from 16-hours-a-day, 7-days-a-week (16/7) to 24-hours-a-day, 7-days-a-week (24/7) support capabilities in identified PWS paragraphs Refined requirements and updated directive references System Administrator requirements and support have been expanded; PWS states:
Appoint at least a primary and alternate Contractor SA at each Det with the capability to support the Mission System on a 24/7 basis PWS being amended to ensure separation of duties between ISSO and SA Perform Mission SA functions to assure continued Mission System performance
These are the highlights of the PWS changes, but please review the entire PWS as many requirements have been clarified and directives updated.
24/7 support requirements are to ensure continuous mission performance. For example, SA support may be required at any time to ensure mission system availability. It’s your proposed approach on how you are going to support these functions.
Refined requirements and updated directive references that had changed, AFIs etc.
Separation of ISSO and SA roles. These cannot be performed by same person.

System Administrator requirements and support have been expanded; PWS states:
Contractor SAs shall meet Information Assurance Technical (IAT) Level II requirements and maintain Cybersecurity certifications to include current Tru64 UNIX Operating System Certification, Red Hat Linux Certification, and MS Windows Certification Any cost for Cybersecurity certification training is the Contractor’s responsibility PWS being amended to clarify creation and maintenance of Mission System RMF artifacts Position descriptions containing certification requirements are expected to be fulfilled at contact performance start (1 Sep 20) Includes all Mission/Cybersecurity certification requirements
When you prepare your staffing plan, please clearly identify certification requirements, clearances, etc. Follow the instructions in the templates provided.
The RMF artifact requirements will be clarified in the amended PWS that will be posted.
GEODSS Requirements (cont) Changes from Previous Contract and Performance Work Statement (PWS) (cont) TS/SCI Mission Planning requirements Top Secret/Sensitive Compartmented Information (TS/SCI) requirements and clearances have been added for Det 1 and Det 3; Also reference DD254 (5 billets at each location) Note PWS paragraphs 2.1.3.6. through 2.1.3.6.3. changed to 2.1.1.1. through 2.1.1.1.3.
A Sensitive Compartmented Information Facility (SCIF) is anticipated to be built at Det 1 in the FY21 timeframe (will be utilized for TS/SCI communications once certified)
Mission planning requirement subparagraphs are being moved to the top of the Operations Section. Note these PWS paragraph changes since it is important to identified all PWS paragraphs covered within the staffing matrixes.
At Det 1, we anticipate a SCIF being built in the 21 timeframe. TS/SCI billets have been identified in the DD254 and clearance process for individuals is required to begin at performance start. Anticipate you start the process of clearing people on day 1 and that PDs clearly identify these people. Typically takes 18 to 24 months to clear people.
Det 3 – 1 SCIF located at the GEODSS site at AFRL. An agreement is being worked for GEODSS personnel to utilize this SCIF for mission planning requirements. Same requirement to start personnel clearance requirements at contract performance start.
GEODSS Requirements (cont) Changes from Previous Contract and Performance Work Statement (PWS) (cont) TS/SCI Mission Planning requirements (cont) The Det 3 COR will coordinate with the Air Force Research Laboratory (AFRL) on SCIF utilization Contractor will execute TS/SCI mission planning requirements as soon as personnel are cleared Det 2 contractor personnel will participate in mission planning up to the Secret level only since no SCIF is available or planned to be built on location
Do not anticipate building a SCIF at Det 2; contractor personnel will participate in mission planning up to the Secret level only.
GEODSS Requirements (cont) Staffing Positions (PWS paragraph 1.1.6.)
Retain personnel to meet mission and facility requirements essential to the work being performed under this contract Notify the CO when a position becomes vacant. Submit a plan to the CO and Government Program Manager (PM) no later than 15 calendar days after any position becomes vacant identifying how the contractor intends to fill the vacancy The contractor will have 60 calendar days from the date a position becomes vacant to fill the position and have the employee on-site
Historically there have been issues with staffing specifically at DG due to remoteness.
Language of Section H has changed. Please read both it and the PWS to ensure you are aware of the Government’s expectations.

GEODSS Requirements Performance Work Statement (PWS) should be read in its entirety for a full understanding of the GEODSS requirements PWS Format has changed PWS paragraphs 1.1.7 through 1.1.7.3.1 describe PWS organization and layout and how to “read” requirements as written PWS requirements have been organized in a manner that facilitates clear and concise description Grouping of requirements is not intended to imply a preferred organizational structure to meet requirements A requirement, once stated in the PWS, applies regardless of its location in the PWS
As briefed in Industry Days for those of you that were there, the PWS format has changed and it’s important to understand the format to be able to read and understand the requirements within the PWS.

GEODSS Requirements PWS Format has changed (cont) Contractor is expected to understand the interrelationship between requirements and to organize and perform accordingly Site Applicability (Det 1, Det 2, Det 3 or All Dets) is stated for each requirement PWS Standards - directive requirements AQLs are measures identified under “Standards” for some PWS requirements; required to be reported on in the Quality Status Report Deliverable (PWS para 1.1.14.2.)

Contractor is expected to understand the interrelationship between requirements and to organize and perform accordingly.
Site Applicability is stated for each requirement.

GEODSS Requirements (cont) Government-Furnished Equipment (GFE) and Property (GFP) (see PWS paragraph 3.1.)
Contractor will initially be provided Government-Furnished Equipment (GFE) and Property (GFP) Government will only retain mission and specialized equipment identified on Integrated Logistics System - Supply (ILS-S) listings Mission-related GFP/GFE listings are posted in the Bidder’s library for Det 3 which are representative of Dets 1 and 2; full inventories will be accomplished during contract Phase-in When equipment on organizational listings (not in ILS-S), such as hand tools, become unserviceable, they will be replaced at contractor’s expense Any GFP purchased through the CR CLIN will remain Government-owned
Mission related and specialized will always be Government provided (ILS listings).
Organizational visibility listing may be used in contract performance, but the Government will not replace it. The contractor will need to replace at their own expense.
Purchases made on the CR CLIN will be the Government’s property. These purchases will be kept to a minimum.

GEODSS RFP (cont) Offerors shall submit initial proposals with their most favorable terms, from both a technical and price standpoint The Government reserves the right to award this effort based on the initial proposal, as received, without discussions If a competitive range determination is necessary, the Government intends to limit the number of contract proposals to only the most highly rated proposals in accordance with FAR 15.306(c)(2)
Initial proposal should be your best. You may not have a second chance to propose as we intend to not go into discussions.
GEODSS RFP (cont) This solicitation is being conducted in accordance with FAR 15.3 Source Selection, the DoD Source Selection Procedures dated 31 March 2016, and AFFARS 5315.3 including Mandatory Procedures (MP) 5315.3 and Informational Guidance (IG) 5315.404-3 Offers will be evaluated using the Factors and Subfactors in Section M, Evaluation Factors for Award
Here are the source selection regulations and procedures we follow.
GEODSS RFP (cont) The Government intends to award using the Technical/Price Tradeoff (TPT) approach Technical proposals will be evaluated and assigned combined technical/risk ratings, which reflect the extent to which the proposal meets the Government's specified performance and capability requirements, considering risk in conjunction with any relative strengths, weaknesses, significant weaknesses, and deficiencies associated with the proposed approach The Government may award to a higher-priced offeror if it is determined by the Source Selection Authority (SSA) that the superior technical approach outweighs the price difference It is the Government's intent to incorporate the Offeror's technical approach (GEODSS System Technical) in part or in its entirety, the Small Business Participation Commitment Document, and approved OCI Mitigation Plan (if applicable) into the contract as an attachment in Section J
We are not awarding to the lowest price necessarily.
We will consider risk, strengths, weaknesses for the entire approach.
We will evaluate price to ensure it is fair, reasonable, and balanced.
OCI Mitigation Plans will be reviewed by our attorney. MOSSAIC is ahead of us in their acquisition process. Please submit a plan as soon as possible.

Based on all ratings received for the proposal an overall rating will be given.
Purple or blue depend on the number and the impact of the strength.
We do not compare proposals to other proposals, only evaluate based on the evaluation criteria.

The evaluators will read each proposal, identifying any of the above and rate each proposal against the criteria.
Risky approaches may be considered to have a weakness or significant weakness. Failure to meet a requirement is a deficiency.
GEODSS RFP (cont) The offeror's proposal must include all data and information requested A proposal that is sufficiently documented to support performance claims in a complete and orderly manner will enable the Government to perform a thorough and fair Evaluation Any offeror who submits an incomplete package may be considered non-responsive. Non-compliance with the RFP may be grounds to eliminate the proposal from consideration for contract award
Make sure you submit your best proposal because one flaw or deficiency may be what keeps you out of a competitive range if one is determined.
Make sure all attachments are complete and the instructions are followed.
Cross utilization example, using PD numbers to identify, as well as the benefit to the Government.
GEODSS RFP (cont) The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and validation of stated claims The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements The absence of such convincing rationale will adversely influence evaluation of the proposal

GEODSS RFP (cont) Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal Elaborate brochures or documentation, binding, or other embellishments are unnecessary and are not acceptable Proposals shall not contain classified information Alternate proposals will not be accepted Follow all proposal preparation instructions. Failure to do so may adversely affect the evaluation
Evaluators are to assume they have no prior knowledge, or experience with a company, when evaluating.
The PWS will be amended to specify the expected use of tables. Excessive tables are unnecessary.

BASIS FOR CONTRACT AWARD
This acquisition will be conducted using full-and-open competition The NAICS code is 517919, All Other Telecommunications, with a small business size standard of $32.5 million This is a competitive best value source selection using DoD Source Selection Procedures, trading price for technical superiority To be eligible for award, the offeror must be deemed responsible in accordance with FAR 9.104; meet all requirements of the solicitation; conform to all required terms and conditions; and include all required certifications
We are willing to pay more for a technically superior approach.

GEODSS RFP (cont) BASIS FOR CONTRACT AWARD (cont) The Government will evaluate competing offerors' technical proposals as significantly more important than price considerations The Government seeks to award to the responsive, responsible offeror whose proposal is considered to provide the best value to the Government based upon an integrated assessment of price and technical approach The Government seeks to award to the offeror who gives the Air Force the best value in meeting or exceeding contract requirements

GEODSS RFP (cont) BASIS FOR CONTRACT AWARD (cont) This may result in an award being made to a higher priced offeror where the decision is consistent with the evaluation factors and the SSA reasonably determines that the technical superiority of the higher priced offeror outweighs the price difference In such cases the SSA shall make an integrated assessment best value award decision While the Government source selection evaluation team and the SSA will strive for maximum objectivity, the source selection process by its nature is subjective
The SSA will receive our report and recommendations and make a determination.
ENs will be issued to only those Offerors remaining, if a competitive range is determined.

GEODSS RFP (cont) BASIS FOR CONTRACT AWARD (cont) Responsibility Determination - To be eligible for award, the offeror must be deemed responsible in accordance with FAR 9.104. Responsibility will be determined in accordance with FAR 9.105 Prices - Offerors must include unit prices for each CLIN listed in Section B of the solicitation for the basic period and all option periods. Failure to do so may be cause for rejection of the entire offer Only one award will be made as a result of this solicitation

EVALUATION FACTORS
Description. Proposals will be evaluated on three factors: Factor 1 - GEODSS System Technical, Factor 2 - Small Business Commitment, and Factor 3 - Price Factor 1 consists of four (4) Subfactors, which are of equal importance Each Subfactor will be assigned a combined/technical risk rating as described in Addendum A, which reflect the extent to which the proposal meets the Government's specified performance and capability requirements, considering risk in conjunction with any relative strengths, weaknesses, significant weaknesses, and deficiencies (defined in Addendum A) associated with the proposed approach
3 Factors; Factor 1 has 4 Subfactors and each will be assigned a combined/technical risk rating as shown in the ratings table based on relative strengths, weaknesses, significant weaknesses, and deficiencies with the proposed approach.

GEODSS Optical SENSOR Operations and Support (Subfactor 1) The Government will evaluate the Offeror's GEODSS Optical SENSOR Operations and Support approach and understanding of the requirements as identified in the PWS to determine how well the Offeror's proposal demonstrates an approach to meet or exceed all Optical SENSOR Operations and Support requirements. The Government will evaluate the proposed monthly Operations crew schedule to determine how well the Offeror's proposal demonstrates an approach to meet or exceed the Government's Optical SENSOR Operations and Support requirements without gaps in shift coverage or in fully qualified personnel
The crew schedule is a template with instructions attached to the RFP.

GEODSS Mission System Maintenance Management (Subfactor 2) The Government will evaluate the Offeror's GEODSS Mission System Maintenance Management approach and understanding of the requirements as identified in the PWS to determine how well the Offeror's proposal demonstrates an approach to meet or exceed all GEODSS Mission System Maintenance Management requirements. The Government will evaluate the proposed approach to determine how well the Offeror's proposal demonstrates an approach to accomplish preventive maintenance, in-house repairs, planned work and IMDS documentation requirements, including a sample monthly maintenance crew schedule for the maintenance and repair of the GEODSS mission system. The Government will evaluate the proposed approach and monthly maintenance crew schedule to determine how well the Offeror's proposal demonstrates an approach to meet or exceed maintenance requirements without gaps in shift coverage or in fully qualified Mission System Maintenance Management personnel

GEODSS Staffing (Subfactor 3) The Government will evaluate the proposed staffing approach to determine how well the Offeror's proposal demonstrates an approach to meet or exceed ALL Mission and Site Requirements as identified in the PWS. The Government will evaluate the proposed GEODSS Staffing approach to determine how well the Offeror's proposal demonstrates a sound allocation of resources to minimize impacts of personnel turnover, issues with shift coverage, gaps in qualified personnel and requirements coverage
GEODSS Staffing (Subfactor 3) - follow instructions in template and ensure all PWS requirements are covered in the staffing matrices.

GEODSS Retention (Subfactor 4) The Government will evaluate the Offeror's proposed GEODSS Retention approach to determine how well the Offeror's proposal demonstrates an approach for each of the three GEODSS Detachments to recruit, train, incentivize and retain qualified personnel considering the unique challenges at each location

An offeror's Total Evaluated Price (TEP) will be determined as follows: by multiplying the quantities identified in Section B of the solicitation by the proposed unit price for each Contract Line Item Number (CLIN) The offeror's proposal shall represent the offeror's best efforts to respond to the solicitation All proposals will be evaluated for price reasonableness and balance Phase-in CLINs will not count towards the TEP, but will be evaluated separately for price reasonableness and balance Termination costs will not be included in the TEP All proposed prices must be determined reasonable in order to be eligible for award Price is not assigned a rating; however, an assessment of reasonableness and balance will be performed

Price is looked at for Reasonableness and Balance.

c. Government Furnished Property (GFP). The Government will minimize any potential competitive advantage resulting from an offeror's proposed use of another contract's GFP by adjusting the offeror's TEP by applying, for evaluation purposes only, a rental equivalent evaluation factor as specified in FAR 52.245-9. The TEP will be determined by multiplying the quantities identified in Section B by the proposed unit price for each Contract Line Item Number (CLIN), including all options and adjustments reflecting proposed use of GFP in accordance with Section L, paragraph. D.3.a.6).
The TEP will not include phase-in costs
This is new to include in RFPs. If you have another effort where you have GFP and you propose to use it in our effort, then you have to identify it. Price will be adjusted.
Government permission to use it on another effort will be asked for to ensure it is authorized.

Potential Organizational Conflict of Interest (cont) If award is made to the offeror, the resulting contract may include an organizational conflict of interest limitation applicable to subsequent Government work, at either a prime contract level, at any subcontract tier, or both During evaluation of proposals, the Government may, after discussions with the offeror and consideration of ways to avoid the conflict of interest, insert a special provision in the resulting contract which shall disqualify the offeror from further consideration for award of future contracts The organizational conflict of interest clause included in this solicitation may be modified or deleted during negotiations GEODSS RFP (cont)
Collective Bargaining Agreements Collective Bargaining Agreements (CBAs) are in place at: Det 1 (Socorro NM) and Det 3 (Maui HI) The Government shall incorporate all current and applicable CBAs and Department of Labor Wage Determinations (WDs) into Section J of the RFP For those positions covered by CBA, the contractor must meet the minimum requirements of the CBA and shall also propose the latest negotiated labor rate, FY19, for all contract years Do not escalate proposed out-year CBA labor rates. Subsequent option year CBA labor rates and associated costs shall not be escalated Wage increase adjustments for subsequent option years will be made as authorized and in accordance with FAR
CBAs at Det 1 and Det 3. There are no CBAs at Det 2. These have be renegotiated and resigned so these will be posted on FBO.
Please ensure you use the CBA position names. If you have another term, we will ask if we go into discussions.
Collective Bargaining Agreements (cont) 52.222-43 "Fair Labor Standards Act and Service Contract Labor Standards - Price Adjustment (Multiple Year and Option Contracts)" if and when terms of the applicable CBA change. At that time the contractor will be authorized to submit requests for equitable adjustments for subsequent option year increases if all applicable FAR clause requirements have been met
Equitable adjustments are done each year so do not escalate rates.
Section H - Special Contract Requirements Failure to perform in accordance with PWS para 1.1.6 will result in the Government removing 2% from the total invoiceable amount of the Operations & Maintenance (O&M) Contract Line Item Numbers (CLINs) of the non-conforming site.
The 2% removal will occur each month for each position not filled after 60 days. Each month will be calculated based on the total awarded amount and will not change based on the new value and funded amount of the O&M CLINS.
Moving personnel from one site to another will constitute a vacancy at the losing site and does not start the 60 day time period over again as this is not a gain in personnel to the contract, but a re-shuffle of personnel. The total number of vacancies will be looked at for the entire contract and not per site, but the 2% will be reduced from the CLIN of the non-conforming site
This is different from the draft RFP. We decided not to identify key positions.
Our programs have difficulty keeping people, but if we are buying your technical approach we expect you to follow it.
We want you as experts to come up with the approach to keep personnel according to your staffing plan.
Section H - Special Contract Requirements The 2% will be prorated depending on the day of the month the 61st day occurs The Government considers failure to maintain staffing at the proposed and incorporated staffing level an event of default and reserves all rights and remedies of default In the event of a termination for default, the Government will assess these damages until the Government reasonably obtains performance of similar services. This removal is in addition to excess costs of repurchase under the termination clause
Each site has its own CLIN, so if Maui is not being filled, then we will remove 2% for each position.
Section H - Special Contract Requirements Example:
Det 1 has two (2) vacancies not filled within 60 days 4% will be removed from the Det 1 O&M CLIN on the 61st day The contractor moves one person from Det 3 to fill one vacancy at Det 1 2% will continue to be reduced from the Det 1 O&M CLIN for one vacancy and 2% will be reduced from Det 3 O&M CLIN when the move of personnel occurs and a vacancy is now open at Det 3
We will prorate depending on when in the month is occurs. We will be looking at vacancies for the overall program.
We want you to give us an approach to retain personnel.
