Will the Government consider making the Award Date and the Transition Start Date the same date to significantly mitigate risk associated with potential employee retention during the five month period currently planned between 8 April 2020 Award notice and 31 August 2020 phase-in?

The Government will take this into consideration and any changes to the phase-in period will be provided in the

In Diego we cross train, so how do you take that into acct with the key positions?

If a company proposes cross-utilization of employees, as a requirement of Section L, the benefits derived from this approach shall be addresssed and clearly describe how this will benefit the Government.

SCI billets, do you expect those to be filled on day one? Will the Government change this requirement to TS/SCI eligible? Contractors cannot hold TS/SCI clearances without a DD254 to support the requirement?

The requirements for TS/SCI cleared personnel and timeline will be defined in the PWS.

General N/A N/A Location of the Det 3 SCIF may be on the Summit, so will there be a requirement to bring classified data from one bldg to the other bldg? The response time to support and that, do we have to monitor every so often?

Availability of the bldg etc for our response would be limiting.

Courier requirements are defined in the DD Form 254. Exact SCIF locations are not available at this time.

The overall contract type will not change. However, when upgrades and additional sites are added, CLIN types will be determined by the CO.

The Government does not intend to do a cost realism analysis, but if it is necessary then the Government will include it in the final RFP.

1.1.5 Individual

Job Orders (IJOs)

The Government anticipates using fixed-price or CR IJOs, to be determined by the Contracting Officer (CO) on a case-by-case basis.

As the scope of IJOs are unknown, would the Government consider using Fixed Price or Cost Plus Fixed Fee for the IJOs vice Cost Reimbursable? For IJOs that are cost based, these will still require management oversight.

The majority of IJOs are expected to have well-defined requirements, therefore, will be FFP. If a requirement or outcome cannot be well-defined, the IJO will be negotiated as a Cost-type.

PWS 1.1.4

Procure all parts and supplies necessary to support the Mission System through ILS-S. For parts and supplies not available through ILS-S, provide three quotes to the COR and Government PM for review, and then to the CO for approval.

Once CO approval is granted, items may be procured and charged to the CR CLIN.

Procurement activities include time to price the procurement effort, manage the suppliers and overall coordination of the deliverable, would the Government consider utilizing a Cost Plus Fixed Fee CLIN for local purchase and Cost Reimbursable for Travel costs?

The local purchase and travel cost CLINS will remain Cost Reimbursable and only weapon system parts and supplies not obtainable through ILS-S and parts and materials necessary for Civil Engineering repairs will be reimbursed.

PWS 1.1.19.1.3 Crisis Response. Is this to be understood for Exercises and inspections only?

Yes, PWS paragraph 1.1.19.1.3 is for exercises and inspections only.

PWS 2.2.1.1 Mission System Failures Requiring SA Support.

If this is deemed Crisis Response, Responding time is not consistent.

Crisis Response and Mission system failure response are two separate requirements. However, PWS response times for paragraph 2.2.1.1.

were updated for consistency.

PWS 2.10.5 Appoint a primary and alternate AT Representative (ATR). What Qualifications or certifications are required for these individuals?

These have been added in the revised

PWS.

PWS 2.10.2 Maintain physical security aids such as security fencing… Is the contractor responsible for the site’s perimeter fencing? Yes, however site applicability was revised to Det 1 and Det 2.

PWS 2.1.1.5.1

Annual Certification…Personnel on leave or on TDY shall receive recurring training prior to their first duty shift upon return.

Please clarify, must operations personnel recertify after returning from every leave or TDY?

This has been clarified in the revised

PWS.

PWS 2.3.1.9 Mission System Maintenance Documentation Is the contractor graded on the accuracy of IMDS entries?

Yes, PWS paragraph 2.3.1.9. has a performance standard of "AQL (PO #5): MDC data shall be entered into IMDS with 95% initial accuracy, 98% accuracy within 72 hours and 100% accuracy within 5 days"

PWS Section 3.0, para 3.3.10, page 50 Health Care reimbursements Will the Government please provide actual, or estimated, costs for emergency airlift cost reimbursement?

An estimate cannot be provided for emergency airlift. This will have to be worked with the agency providing emergency airlift at the time it is needed.

PWS 1.1.21.3, page 9 Advanced Training Specifics of this training were not provided in Appendix F. Would the Government please provide information regarding the Advanced Training?

Advance training examples are provided in the bidders' library.

PWS 1.1.23

“The Contractor shall immediately report problems affecting requirement accomplishment or Contractor performance to the COR, Government PM, and CO.”

Are offerors to infer the requirement to coordinate with the COR, Government PM, and CO does not preclude the awarded contractor from also coordinating with outside agencies for support and mission execution?

The requirement to coordinate per the PWS paragraph is specifically to report problems or Contractor performance. It does not preclude the Contractor from coordinating with outside agencies to perform the duties IAW the PWS.

PWS 1.1.23.4.1, page 10 Travel (Det 2) Would the Government please provide actual, or estimated, costs for

AMC travel?

Contact AMC for current rates. The Government will not provide estimates.

Section B Section B CLIN Table

Contract transition-out is addressed in PWS 2.1.3.3 but no Transition-out CLIN is shown in RFP Section B. Is it the government's intent for the contractor to include the transition-out activities in the final CLINs rather than exercise a Transition-out CLIN?

This will be addressed in the Final

RFP.
