1.0 GEODSS GENERAL REQUIREMENTS:

1.1. GEODSS MISSION OVERVIEW. The GEODSS Program is comprised of three geographically-separated Detachments (Dets) under the 20th Space Control Squadron (20 SPCS) at Eglin Air Force Base (AFB), Florida (FL), 21st Operations Group (21 OG) and 21st Space Wing (21 SW) at Peterson AFB, Colorado (CO). 20 SPCS, Det 1 is located at Stallion Range Center, White Sands Missile Range (WSMR), New Mexico (NM); 20 SPCS Det 2 is located at the Naval Support Facility (NSF), Diego Garcia, British Indian Ocean Territory (BIOT);

and 20 SPCS, Det 3 is located at Maui Space Surveillance Complex, Hawaii (HI). The 21 OG exercises responsibility for all GEODSS Dets through the Functional Commander at 20 SPCS, Eglin AFB, FL. The GEODSS system supports the United States Strategic Command (USSTRATCOM) and theater war fighter’s requirements through the detection and surveillance of man-made satellites. The system detects, tracks, identifies, and reports on all man-made objects in Earth orbit within the telescopes’ field of view. The Dets perform the mission using three 1-meter telescopes each with a 1.68 degree field of view; low light level, electro-optical cameras;

and high speed computers. These optical sensors detect sun light reflecting off of space objects.

Mission operations are conducted between civil sunset and sunrise. Mission information is provided to the Combined Space Operations Center (CSpOC), National Space Defense Center (NSDC), 18th Space Control Squadron (18 SPCS), 18 SPCS/Det 1, and National Air and Space Intelligence Center (NASIC).

Site Applicability: All Dets

1.1.1. SCOPE. The Contractor shall provide all personnel, tools, materials, transportation, supervision, and other items necessary to perform GEODSS PWS requirements. The Contractor’s furnished materials and equipment shall include vehicles, vehicle fuel, tools, custodial supplies, office administrative supplies and equipment, grounds-keeping equipment, and any other supplies and materials not furnished by the Government which the Contractor believes necessary to perform these requirements. Unless otherwise specified, the stated requirements pertain to all Dets; inclusions or exclusions shall be clearly stated in individual PWS paragraphs. The Contractor shall provide non-personal services to manage, operate, maintain, and provide logistical and general support services for the GEODSS system. In addition to providing system operation and maintenance (O&M) requirements, contracted services include exercises and testing, mission systems maintenance management, logistics management, communications, environmental, civil engineering, occupational health, security, and knowledge operations requirements. Contracted services shall also be provided in support of system upgrades and modifications. The Contractor shall perform organizational level maintenance on system upgrades and modifications once they are accepted by the Government.

Site Applicability: All Dets

1.1.1.1. Site Changes. Support additional sites, site closure(s), system upgrades, and additional equipment/telescopes as needed during the performance of this contract. It is possible for the site configuration of GEODSS to change in the future starting as early as fiscal year (FY) 21. For instance one new sensor tower is being contemplated at Det 1, White Sands Missile Range (WSMR), Socorro, New Mexico (existing GEODSS site). Additionally, two new operating locations are being contemplated as follows: 1) a Europe Site (complete facility) at Sierra Nevada Observatory, Grenada, Spain (3705 51N, 03 23 05W; 9501 feet altitude) and, 2) a Pacific Site (complete facility) at Siding Spring Observatory, New South Wales, Australia (31 16 30S, 149 04 07E; 3822 feet altitude). If a detachment is closed, services will be required in support of site closure activities. Support for additional sites, closure(s), upgrades, and equipment/telescopes will be negotiated separately after contract award when and if the need arises.

Site Applicability: To Be Determined

1.1.1.2. Active Cyber Defense. The Air Force (AF) is moving towards active United States (US) cyber defense capabilities and implementation. It is anticipated that active cyber defense support will be required on this contract in support of these requirements in the approximately FY20/FY21 timeframe. The type of work required has not been determined at this time, but if the work is added to the contract, it will be separately negotiated sometime after contract award.

Site Applicability: To Be Determined

1.1.2. FIRM FIXED PRICE (FFP) CONTRACT LINE ITEM NUMBERS (CLINS). Provide on a FFP basis non-personal services for all labor, management, transportation, equipment, materials, supplies, parts, (not available through the Integrated Logistics System-Supply (ILS-S) for mission equipment maintenance) and services necessary in performance of PWS requirements that are foreseeable, predictable and can be forecasted. The FFP includes all supplies, parts and materials needed to perform preventive maintenance, routine maintenance and organizational level maintenance in accordance with (IAW) the PWS and stated standards. The FFP also includes consumables (custodial supplies, light bulbs, paper, etc.) in performance of day-to-day contract requirements. Requirements shall be covered in the fixed price even if the Contractor chooses to subcontract to a company to perform the work. Include in the FFP all employee expenses to include unofficial travel, for example leave, to and from site(s). Cover any collective bargaining agreement (CBA), or other agreement, em ployee unofficial travel expenses as agreed to between the Contractor and the contractor’s employees. The Government will not reimburse these costs on a cost reimbursable basis.

1.1.3. COST REIMBURSABLE (CR) CLINS. The Government will reimburse the contractor for Government-approved equipment, materials, supplies, labor, and parts necessary for repairs that are not part of preventive maintenance, routine maintenance and organizational level maintenance as defined in the PWS, and which are not foreseeable, predictable and cannot be forecasted. The Government will reimburse the contractor for Government-approved temporary duty (TDY) and non-local travel. The Government will reimburse the contractor for costs that are determined to be allowable, allocable, and reasonable in accordance with the Federal Acquisition Regulation (FAR), Part 31, Subpart 31.2. For the purposes of this provision, allowable costs shall include costs for initial or replenishment spare parts, operational materials, supplies, material handling, off-site depot-level maintenance, packaging, freight, contingencies, and general & administrative (G&A) burden (when applicable), for Government approved purchases authorized by and in accordance with the PWS. Fee/profit will not be allowed.

1.1.4. LOCAL PURCHASES. Procure all parts and supplies necessary to support the Mission System through ILS-S. For parts and supplies not available through ILS-S, provide three quotes to the COR and Government PM for review, and then to the CO for approval. Once CO approval is granted, items may be procured and charged to the CR CLIN. See PWS paragraph 2.5.1. for additional requirements.

1.1.5. INDIVIDUAL JOB ORDERS (IJOs). This paragraph outlines the Government’s requirement for work which is not specifically identified in the PWS, but which is still within the general scope of this contract. The Government anticipates using fixed-price or CR IJOs, to be determined by the Contracting Officer (CO) on a case-by-case basis. The contractor shall develop initial technical and cost proposals for Government review and approval at the request of the CO. The contractor shall perform planning, development, and distribution of plans and specifications, installation instructions, bills of materials, and inspections to complete the job at the work location. The contractor shall provide all necessary management for IJOs to include technical management, logistics support and services, administrative support and services, engineering, drafting, and similar requirements as they occur. Examples of IJOs include, but are not limited to special reports or surveys related to the technical operation or maintenance of the mission equipment or support systems, civil engineering tasks or projects for renovation and minor construction. The CO will negotiate IJOs prior to any action occurring. Work shall not commence before a bi-lateral modification is negotiated and signed.

1.1.6. STAFFING POSITIONS. Retain personnel to meet mission and facility requirements essential to the work being performed under this contract. Employees shall have current and valid professional certifications at contact performance start in accordance with proposed position descriptions. Immediately notify the CO of a personnel vacancy. Submit a plan to the CO and Government Program Manager (PM) no later than 15 calendar days after a vacancy occurs and provide an updated personnel staffing chart. The contractor will have 60 calendar days from the date a personnel vacancy occurs. Replacement personnel must meet the qualifications and certifications of position descriptions as proposed by the contractor. If a Government delay prevents compliance with this requirement, submit a written waiver request to the CO for approval. The Government expects that performance continues for the areas vacant until the vacancy is filled. The vacancy is considered filled when the individual is on-site performing work meeting the position description requirements. Moving, hiring or promoting personnel from one site to another will constitute a vacancy at the losing site.

1.1.7. PWS ORGANIZATION. PWS requirements have been organized in a manner that facilitates clear and concise description. The grouping of requirements is not intended to imply a preferred organizational structure to meet requirements. A requirement, once stated in the PWS, applies regardless of its location in the PWS. The contractor is expected to understand the interrelationship between requirements and to organize and perform accordingly. Many PWS paragraphs state deliverable requirements which are detailed in Appendix A, GEODSS Deliverable Requirements, which may contain further directive requirements. Publications, or directives, stated within the PWS are listed in Appendix B, GEODSS Publications and Forms.

Host Installation Plans, Policies, Procedures and Agreements are listed in Appendix C. Acronyms are listed in Appendix D, GEODSS PWS Acronyms. Appendix E, GEODSS PWS Definitions, contain definitions of words and terms used in the PWS which are an extension of PWS requirements. Appendix F, Government-Furnished Training lists training the Government will furnish to the contractor.

Site Applicability: All Dets

1.1.7.1. PWS Standards. A Standard (STD) is a directive requirement within the PWS. For example, if a STD states: IAW DoD 4160.21-M - Precious Metals Recovery Program,” the Precious Metals Recovery Program section within DoD 4160.21-M is a directive requirement within the PWS. If a publication paragraph or section is stated, the entire paragraph or section is a directive requirement of the PWS. In some instances, an entire publication may apply to a requirement. For example, “STD: IAW Technical Order (TO) 33-1-27 (FOUO)” means that the entire TO TO 33-1-27 (FOUO) is a directive requirement within the PWS. A directive publication is one in which compliance by the Contractor is mandatory. If a directive publication or publication section includes secondary publication references, the secondary publications are considered informational only. When not otherwise specified, apply industry standards and commercial best practices and comply with local, state and federal statutes in performance of PWS requirements.

1.1.7.1.1. Acceptable Quality Levels (AQLs). AQLs are measures identified under “Standards” for some PWS requirements and are reported on in the Quality Status Report.

1.1.7.2. PWS References. Publications listed as “Reference:” annotate where the requirement or language within the PWS paragraph originated, or provides additional information, context or guidance in meeting specified PWS requirements. References are for informational purposes only and are not directive to the contractor.

1.1.7.3. Publications and Host Installation Plans, Policies, and Procedures. Comply with the current version of all directive publications referenced within the PWS and listed in Appendix B. Comply with Host Installation plans, policies, and procedures referenced within the PWS and listed in Appendix C, Table 1. Host support services vary by site and Host Tenant Support Agreements are listed in Appendix C, Table 2.

1.1.7.3.1. Changes. Notify the CO in writing within 30 days of publication, directive revisions, requirement changes, supplements and rescissions as well as any changes in Host Installation plans, policies and procedures. This includes reviewing publications listed as “Reference” from which PWS directive requirements originate to ensure that the intent of the requirements from which the PWS language originated have not changed. The contractor shall immediately implement those changes which have no cost impact. Before implementing any change that shall result in an increase in contract price, the Contractor shall submit to the CO a price proposal within 30 calendar days for consideration by the Government. The CO shall negotiate approved change(s) into the contract under the provisions of the contract clause entitled “Changes.”

1.1.8. CONTRACTOR DOCUMENTATION OF CONTRACT PERFORMANCE. Make all information and documentation generated in performance of PWS requirements, or maintained (to include Government-furnished documents) by the contractor in performance of PWS requirements, available in editable electronic format for Government review upon request for the duration of the contract. Generate and maintain all such documentation in an electronic format.

Contractor-generated format is acceptable, unless otherwise noted in the PWS.

1.1.9. WORKLOAD DATA. Provide workload data as specified in paragraphs throughout the PWS where “Deliverable: Appendix A, D001, Workload Data” is cited. Examples of workload data to be provided include numbers of actions taken, types of actions performed, or other indicators of the level of effort required in performance of contract requirements.

1.1.10. CONTINUANCE OF PERFORMANCE/MISSION ESSENTIAL SERVICES. In the event of a crisis declared by the President of the United States and/or the Secretary of Defense, continue all PWS requirements. Continue services through all Force Protection and Defense Conditions without interruption. In a time of crisis, other services to increase the security and well-being of the Sites may be required on a continuous basis as identified by the CORs and directed by the CO, and will be funded via the CR CLIN. The Contractor Site Manager, or designated representative and designated personnel shall report on-site as determined by COR no later than two hours for Det 1, one hour for Det 2, and two and one-half hours for Det 3, after initial notification.

1.1.11. CONTINGENCY PLANNING. Develop a contingency plan for continued operations and timely return of systems to operational status and implement in the event of a declared crisis, catastrophic and non-catastrophic events, and work stoppages for each site. The plan shall contain the following information at a minimum: contingency actions, emergency work requests, natural disasters, turnover of personnel/logistics plan, labor strike/personnel walk-off, contingency mobilization, mobilization recall commitments, and restoration of mission essential functions within 24 hours. All site personnel shall be made aware of the Contractor’s contingency plan.

1.1.12. GEODSS OPERATING INSTRUCTIONS (GOI’S). Create new, update, maintain and implement GOIs where other manuals and directives are not available or do not provide sufficient instructions.

1.1.13. TECHNICAL ORDER (TO) DISTRIBUTION AND CONTROL. Operate the Site TODO using the current version of ETIMS to order and distribute publications.

1.1.14. QUALITY PROGRAM. Develop, implement, and maintain a Quality Program ensuring service delivery meets or exceeds performance requirements in the PWS.

1.1.14.1. Quality Program Plan (QPP). Implement the Quality Program in accordance with (IAW) a QPP providing insight into the following quality processes: internal audits including procedures and oversight, identification of deficiencies, prevention of nonconforming services, and corrective measures if performance requirements are not attained. Provide copies of internal audits to the Government Quality Assurance Manager (QAM).

1.1.14.3. Contractor Performance Assessment Report (CPAR). The contractor will receive an annual CPAR reflecting performance each year of contract performance. The Government GEODSS Program Team will use a CPAR Matrix to assess and track performance and provide feedback to the contractor throughout each option year. Ratings will be assigned based upon the rating criteria in the CPAR Matrix for each CPAR category.

1.1.15. INCIDENT REPORTING. Notify the COR, Government PM, CO, and other responsible agencies involved of all incidents, accidents, threats, events, and natural disasters (impending or actual) that may affect or involve the performance of PWS requirements.

1.1.16. OUTSIDE AGENCY SUPPORT. Interface with other Contractors and Government agencies in support of programs and efforts dealing with the evolution and operation of systems and equipment, as well as providing day-to-day Det support services. This includes providing technical assistance and advice to other Contractors or Government agencies to support design, development, and installation of new facilities, systems, or equipment within existing PWS requirements.

1.1.16.1. Visiting Team Preparation. Support all teams visiting the Dets. Process visit requests, provide information on local lodging, and coordinate receipt and storage of project materials, and equipment.

1.1.17. TECHNICAL MEETINGS AND CONFERENCES. Participate in sustainment and performance working group meetings, Space Situational Awareness Conferences, Multi- Functional Team (MFT) meetings, the weekly Maintenance Production Status Teleconference (provide briefing slides) and all invited ad hoc technical meetings and conferences that affect the Contractor’s execution of the operate, maintain, and repair functions of this contract.

1.1.18. MEETINGS AND FAMILIARIZATION BRIEFINGS AND TOURS. Conduct Det briefings, such as technical orientation/familiarization briefings and tours when requested by the COR.

1.1.19.1.1. Trusted Agent (TA). Designate a TA at the request of the COR or 20 SPCS/CC before the start of an exercise. The TA shall assist the COR in developing and implementing exercises. The sites may or may not participate in exercises during the same timeframe.

Contact the COR to schedule TA training.

1.1.19.1.2. Exercise Reports. Provide findings to the COR for the completion of the after action report by the time designated. The COR will review the after action report, finalize, and return it to the Contractor to incorporate changes and submit report.

1.1.19.1.3. Crisis Response. Participate in the unit crisis response team during headquarters inspections or local exercises as determined by the COR. The Contractor Site Manager, or designated representative, and designated personnel shall report on site as determined by COR no later than two hours for Det 1, one hour for Det 2, and two and one-half hours for Det 3, after initial notification.

1.1.20. BUDGET INFORMATION. Participate in developing budget information including projected costs for unfunded requirements with justification and impact statements.

1.1.21. TRAINING. Manage training and development activities designed to ensure technical competency of Contractor personnel. Maintain individual training records for all personnel reflecting all training received on- and off-site. Ensure all employees read the most current PWS in its entirety and sign a statement acknowledging completion for inclusion in their individual training records.

1.1.21.1. Government-Furnished Training. Some required training is Government-unique and is identified within individual PWS paragraphs and is listed in Appendix F, Government-Furnished Training. Additionally, the Contractor shall complete computer-based training (CBT) courses deemed necessary by the Air Force (AF).

1.1.21.2. Reimbursable Training Costs. The Government will furnish the training identified in Appendix F. Identify Government-furnished training requests in writing to the COR, Government PM and CO for approval, funding and contractual action. If turnover of personnel creates the need for another Government-furnished training quota within 1 year of completion of the last training, the contractor is solely responsible for all costs of obtaining training (including course, travel and per diem costs) and any failure in meeting contract requirements. Disseminate knowledge gained by contractor personnel at Government training courses and conferences to other contractor personnel requiring the same information.

1.1.21.3. Advanced Training. Participate in advanced training led by 20 SPCS.

1.1.21.4. Knowledge Management (KM) and Integration. Maintain continuity and oversight of operations at the GEODSS sites and with the contractor’s program management. Communicate and coordinate activities seamlessly, sharing information across sites when such information is beneficial to the program overall and to prevent the same issues being worked independently at multiple sites. Create, update and maintain a KM Plan and implement it across the GEODSS sites immediately upon notification of Government acceptance by the CO.

1.1.22. CONTRACTOR MANPOWER REPORTING. Report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site each Government Fiscal Year (FY), which runs October 1 through September 30. The contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil. The Contractor may direct questions to the Enterprise Contractor Manpower Reporting Application (ECMRA) help desk.

1.1.23. PROGRAM MANAGEMENT. The Contractor shall immediately report problems affecting requirement accomplishment or Contractor performance to the COR, Government PM, and CO.

1.1.23.1. Site Management. The government expectation is that a contractor representative or site manager be identified at each detachment who can make decisions relating to day to day site program management and performance.

1.1.23.2. Safety and Security. Inform, educate, and provide guidance to Government personnel (military and civilian) at the Dets in the interest of safety, security, and mission accomplishment.

1.1.23.2.1. Safety Training and Meetings. Attend Host Installation safety training and provide safety information to all Contractor personnel. Attend Host Installation safety meetings and participate in safety committees IAW support agreements, local instructions, and policies.

1.1.23.3. Site Personnel Evacuation. Evacuate a site whenever directed by the COR, or at Contractor discretion if COR is unavailable. At Det 1, the Contractor may be required to evacuate personnel in support of WSMR special missile tests and launches.

1.1.23.4. COR Briefings. Briefing shall include status of operations, maintenance, inspections, exercises, visits, training, funding status, and other information requested by the COR.

1.1.23.5. Travel Orders for Contractor TDY. The Contractor shall submit travel orders/letter of identification (LOI) for non-local travel to the CO for approval. Include sufficient information for the CO to determine whether the TDY is required to fulfill PWS requirements. If traveling overseas, indicate whether the United States (US) Government rate tariff applies. Compliance with DoD Foreign Clearance Guide for clearance, passport, and immunization requirements are the responsibility of the Contractor. The Government shall reimburse the Contractor for TDY/non-local travel as determined necessary for contract performance. Cost for delays en route for local, staffing-related, or personal travel shall not be reimbursed by the Government. For Det 1, local travel is defined as travel within a 120-mile radius of the location. For Det 2, the local area is considered the island of Diego Garcia. For Det 3, the local area is considered the island of Maui.

1.1.23.5.1. Travel (Det 2). Utilize Air Mobility Command (AMC) travel in combination with commercial air. AMC shall bill the Contractor directly under AMC airlift service industrial fund procedures. Request travel reservations through the AMC airlift transportation office. Include a statement that commercial transportation is not available or is not satisfactorily capable of meeting the travel requirements when requesting a flight. Upon receipt of official travel orders, tickets may be picked up.

2.0 MISSION AND SITE REQUIREMENTS:

2.1. OPTICAL SENSOR OPERATIONS AND SUPPORT. The Contractor shall provide optical sensor operations, technical services, and operations support of Det equipment to meet sensor mission support requirements on 24-hours-a-day, 7-days-a-week (24/7) basis, and as specified in the requirements below.

2.1.1. SENSOR OPERATIONS. The Contractor shall accomplish the sensor mission IAW CSpOC, 18 SPCS, and National Space Defense Center (NSDC) taskings. Operate all available sensors during the operational period to meet taskings. Ensure that all available sensor time in excess of that required to accomplish taskings is used to perform area searches, in developing and testing approved tactics, techniques, and procedures (TTPs), in developing future tactics improvement proposals (TIPs) for submission, or in other tasks.

2.1.1.1. Mission Planning. Attend weekly launch mission planning teleconferences up to and including the Top Secret (TS)/Sensitive Compartmented Information (SCI) level with CSpOC, 18 SPCS, NASIC, and NSDC among others and participate in 20 SPCS mission planning briefs/de-briefs, launch planning meetings, and other intelligence integration meetings. Provide real-time support to facilitate a quick operational response to a dynamically changing environment.

Identify routine metric taskings, and special metric taskings, Space Object Identification (SOI) signature gathering. Special metric tasking of high interest to Higher Headquarters (HHQs) shall be jointly planned and executed with 20 SPCS. Incorporate SOI taskings and all available intelligence information to maximize system accomplishment of daily, weekly, and monthly tasking requirements. Coordinate with the Site Director prior to testing and/or implementing procedures or approved TTPs. Note: A Sensitive Compartmented Information Facility (SCIF) is anticipated to be built at Det 1 in the FY21 timeframe and will be utilized for TS/SCI communications once the SCIF is certified. The Det 3 COR will coordinate with the Air Force Research Laboratory (AFRL) on SCIF utilization, and contractor personnel will comply with host directives on scheduling and execute TS/SCI mission planning requirements as soon as personnel are cleared. Det 2 contractor personnel will participate in mission planning up to the Secret level only since no SCIF is available or planned to be built on location.

2.1.1.1.1.Top Secret (TS)/Sensitive Compartmented Information (SCI) Cleared Personnel.

The Contractor shall provide ten (10) TS/SCI cleared personnel (five (5) at Det 1 and five (5) at Det 3) IAW DD Form 254 requirements for mission planning and operations using data gathered at the weekly launch mission planning sessions. Security clearance investigations shall be initiated for all personnel during contract phase-in.

2.1.1.1.2. Joint Worldwide Intelligence Communications System (JWICS) Accounts. SCI-cleared personnel will maintain a JWICS account to share information relevant to mission planning. SCI-cleared personnel will utilize communication tools such as JWICS email and chat for TS communication between 20 SPCS, 18 SPCS, CSpOC, NSDC, and other AFSPC and intelligence agencies.

2.1.1.1.3. Clearance Level Distinctions. Display distinctive clearance level badges for each clearance level identified by different colored badges that correspond to the appropriate classification. For Det 3, Host Installation will provide SCIF badges to personnel and visitors. Comply with Host Installation badging policies and procedures.

2.1.1.2. Taskings. Accomplish HHQ taskings and reporting requirements issued by the CSpOC, 18 SPCS, the Distributed Space Command and Control-Dahlgren (DSC2-D), NASIC, NSDC, and USSTRATCOM. Perform metric taskings as directed by 18 SPCS. Track or attempt to track all category (CAT) I taskings, except when prevented by weather, non-contractor liable downtime, or physical/geographic limitations. Enter taskings manually if not received through normal channels. Perform manual scheduling, special sensor settings, and other special techniques. Accomplish and track CalSats at specified frequencies with each available sensor as required or directed by 18 SPCS. Ensure photometric brightness measurements are made available to 18 SPCS, NSDC, and NASIC as requested.

2.1.1.3. SOI Taskings. Receive and complete SOI taskings. When weather, non-contractor liable downtime, or physical/geographic limitations results in the inability to meet SOI requirements and all reasonable attempts have been made, document it in a memorandum and submit it to the COR. If deemed legitimate by the COR, SOI tasking requirements will be marked as met for the month. Accomplish SOI calibrations for sensors scheduled for SOI data collection or to ensure alignment.

2.1.1.3.1. SOI Reporting. Report to tasking agency, objects below 10 degrees site horizon for Det 1 and Det 3 objects below 15 degrees horizon for Det 2, or objects with unique characteristics that preclude collecting observations within tasking agency’s requirements for consideration of tasking removal. Notify the COR if object is not tracked due to limitations.

Site Applicability: All Dets

2.1.1.4. Operations Logs. Document operations, security events, equipment status, authorized software changes, weather, shift changes, changing of the Zulu day, and any other significant events in an operations log. Include start and end times for events as well as initials of individuals exchanging information. Maintain operations logs in Contractor-preferred system (e.g., hard copy, Microsoft Access, etc.) which ensures data cannot be altered after entries are made and make available to Government upon request.

2.1.1.5. GEODSS Operations Training Plan. Develop and implement a GEODSS Operations Training Plan that certifies proficient operators and continues to advance operator expertise through advanced training in the Mission System and the contributions to the overall space situational awareness mission. Standardize the training program across the GEODSS sites.

Conduct initial training and monthly advanced training, using task and scenario based approaches, addressing mission performance requirements in this chapter. Monthly advanced training shall enhance the operators’ ability to utilize TTPs and system knowledge to effectively meet mission performance requirements. Monthly advanced training shall cover all individual tasks within a one-year timeframe. Provide a copy of the training plan at contract start and updates as changes occur. Provide a copy of the training plan and training materials to the Government upon request. Support 20 SPCS advanced training activities, as requested.

2.1.1.5.1. Annual Certification. Conduct and document training to ensure proficiency in all required functions before operating the Mission System are completed. Maintain a comprehensive list of all monthly sensor operations training tasks. If personnel are on leave or TDY when recurring training is provided, ensure that they are given the training prior to their first duty shift upon their return. Certify in writing that operations personnel have completed all applicable training for an operational position and that no individual performs any system operations task for which they have not been trained unless under the direct supervision of fully trained and certified personnel. Documented completion of recurring training as outlined above and within the Contractor’s Operations Training Plan shall constitute annual re-certification.

2.1.1.5.2. Individual Training Records. Maintain individual training records for all operations personnel. Training records shall reflect all training received on- and off-site. Standardize training records across all Dets.

2.1.2. TECHNICAL SERVICES. The Contractor shall provide technical services to meet sensor mission requirements on a continuous basis and as specified below.

2.1.2.1. Collaboration. Support system life-cycle activities such as program management reviews, design reviews, data collection, tests, physical and functional configurations audits.

2.1.2.2. System Malfunctions or Anomalies. Notify the COR of all system malfunctions or anomalies immediately upon occurrence without delaying recovery actions.

2.1.2.2.1. Deficiency Reporting (DR). Generate a DR in the Joint Deficiency Reporting System (JDRS) within 30 days of an anomaly or outage (if required). Maintain supporting data including references to associated Problem Reports (PRs), computer printouts, and system data logs.

2.1.2.2.2. System or Software Modifications. Generate a DR in JDRS, or AF Form 1067 for system or software modifications (if required).

2.1.2.3. System Requirements Validation Board (SRVB). Perform as coordinator and recorder for the GEODSS SRVB, providing technical expertise as required. A single SRVB meets representing the GEODSS sites and provides information to the 21 SW Requirements Validation Board (WRVB). Technical inputs may include improvements to software, hardware, operations and maintenance procedures, equipment availability, and utilization.

2.1.2.3.1. System Changes. Advise the SRVB in identifying and prioritizing new requirements for, and changes to, the operational system. Submit change requests to the WRVB.

Performance Standard:

2.1.3. OPERATIONAL SUPPORT REQUIREMENTS. The Contractor shall respond to the direction of the COR in support of operational requirements.

2.1.3.1. Emergency Actions. Perform emergency actions as requested by the COR or 20 SPCS Mission Operations Center (MOC). Initial response can be electronically or via telephone, if Contractor personnel are not physically present at a site.

2.1.3.2. Operational Reporting. Conduct operational reporting on a on 24/7 basis as follows:

Perform Operations Capability (OPSCAP) reporting and notify the 20 SPCS MOC within 20 minutes of OPSCAP change start time. Notify the 20 SPCS MOC with information on events or incidents that may require Operational Reporting (OPREP) or Commander’s Critical Information Request (CCIR) Reporting. Provide a daily report of operational activities as specified by HHQ.

Maintain instructions for Information Condition (INFOCON) OPREP Force Protection Condition (FPCON), attainment, and all other reporting requirements for both exercise and real world status. Notify the COR of any reportable situation. Make required notifications and submit reports.

If the COR cannot be immediately contacted, notify the 20 SPCS MOC to assist with voice and hard copy reporting and continue to contact the COR until reached.

2.1.3.3. Chatroom Communications. Establish the necessary chat-type accounts via Secure Internet Protocol Router Network (SIPRNet) and Non-secure Internet Protocol Router Network (NIPRNet). Ensure operators are capable of manning and utilizing “chatrooms” or similar collaboration applications (applications used shall be at the discretion of HHQ).

2.1.3.3.1. Logged-In Account. When directed by HHQ, maintain an actively logged-in account for the required SIPRNet and NIPRNet collaboration chatrooms.

2.1.3.3.2. Checking Logged-In Account. When actively logged into the HHQ-designated account and chatroom, check for SIPRNet/NIPRNet chatroom updates and make any postings needed in response to questions or direction from HHQ. During periods of exercise and/or contingency, continuously monitor or check collaboration chatrooms via the SIPRNet/NIPRNet (as determined by contingency or exercise requirements) and make any postings needed in response to questions or direction from HHQ.

2.1.3.4. Develop, Test, Execute Tactics Improvement Proposals (TIPs). Develop, submit on an AF IMT 4326, and test/validate new and existing TIPs. The primary areas of operations for consideration include but are not limited to improvements in Low Earth Orbit (LEO) tracking;

Molniya orbits searches, searches on objects with low visual magnitude (vMag), improved usefulness in uncorrelated target (UCT) data collection, searches conducted between nautical and civil sunset/sunrise, searches on CSpOC/18 SPCS attention list objects, and searches on CSpOC/18 SPCS lost list objects. Coordinate with the COR prior to testing out preliminary procedures for potential TIPs. Coordinate with the COR prior to implementing proposed TIPs that have been tested.

2.1.3.4.1. Formal TIP Coordination and Implementation Process. Submit Contractor-developed and validated TIP proposals to the COR for approval on AF IMT 4326. The COR will notify the Contractor in writing if the submitted TIPs are formally approved via the TTP process.

2.1.3.5. Testing Support. Perform testing support as specified in the following paragraphs.

2.1.3.5.1. Installation and Checkout Evaluation (ICE) Plan. Develop and submit ICE plans for newly installed hardware, firmware, or software through the COR and 20 SPCS/MA. Execute approved installation and checkout plans with Government oversight for final approval and acceptance by the Government.

2.1.3.5.2. Depot/Testing Agency Support. Interface and assist in testing activities being accomplished by Government and other Contractor team personnel. Provide data and feedback to the teams on the adequacy of test procedures, noting any system deficiencies or anomalies, and assist in developing methods for ensuring all testing is complete prior to system acceptance.

2.1.3.5.3. Installation, Development, Test and Evaluate (DT&E) and Software and Operational Test and Evaluation (OT&E) Support. Provide organizational level support for installation and evaluation of all software and hardware modifications to include planning, technical, and administrative support. Provide organizational level maintenance in support of installation activities, perform applicable test plan actions, and notify the COR and testing/depot agencies of any system anomalies.

2.2. MISSION SYSTEM ADMINISTRATION AND SOFTWARE MAINTENANCE. Perform Mission System administration and software maintenance requirements.

2.2.1. MISSION SYSTEM ADMINISTRATORS (SAs). Appoint at least a primary and alternate Contractor SA at each Det with the capability to support the Mission System on a 24/7 basis.

Perform Mission SA functions to assure continued Mission System performance. Contractor SAs shall complete contractor-developed System Administrator’s Manual (SAM) training. Contractor SAs shall meet Information Assurance Technical (IAT) Level II requirements and maintain Cybersecurity certifications to include current Tru64 UNIX Operating System Certification, Red Hat Linux Certification, and MS Windows Certification. Any cost for Cybersecurity certification training is the Contractor’s responsibility. Note: contractor SA and ISSO roles shall not be cross-utilized or performed by the same personnel. SA and ISSO roles must be separate and distinct.

2.2.1.1. Mission System Failures Requiring SA Support. SA responds to notification of system problems (red or yellow (amber) site condition). Initial response can be telephonically, if the SA is not physically present at a Det. If the COR CC determines necessary, the SA will respond by going to the site and resolve the problem within two hours for Det 1, one hour for Det 2, and two and one-half hours for Det 3 of being notified by the COR.

2.2.1.3. Time Co-Efficient Updates. Synchronize the Data Processing Group (DPG) and Sensor Controller Group (SCG) computers to Universal Time Coordinated (UTC) for correct operation of the Mission System astronomic algorithms.

2.2.1.4. Sensor Calibrations. Complete calibrations of sensors. Do not allow calibrations to interfere with CAT I mission taskings.

2.2.1.5. Mount Calibrations. Conduct mount calibrations to ensure mission accomplishment.

2.2.2.2. SOFTWARE MAINTENANCE PLAN.
