The following information is provided as helpful guidance in handling documentation marked with releasability restrictions contained within the GEODSS Bidders’ Library. All authorized users are expected to abide by proper For Official Use Only (FOUO) handling procedures.
Application of FOUO Designation
For Official Use Only (FOUO) is not a classification. It is a handling instruction which prohibits the automatic release of information to the public. These markings are used by the Department of Defense to identify information that, although unclassified, may not be appropriate for public release. FOUO is used on unclassified information that is exempt from public release because the information falls under one of the nine exemptions of the Freedom of Information Act.
Safeguarding FOUO:
FOUO documents should be handled in a manner that provides reasonable assurance that unauthorized persons do not gain access. During working hours, coversheets should be used and when not in use the document should be put away out of sight.
After working hours, FOUO documents may be stored in unlocked containers, desks or cabinets if government or government contract building security is provided. If Government or Government contract building security is not provided, it must be stored in a locked desk, file cabinet, bookcase, locked room, or similar place.
FOUO documents and material may be transmitted via first class mail, or fourth class mail in the case of bulk shipment.
FAX or e-mail transmissions of FOUO documents should be by encrypted communication systems whenever practical.
FOUO documents may be put on an unclassified internet site only if access to the site is limited to a specific target audience and the information is encrypted.
Disposal:
FOUO documents may be destroyed by shredding or tearing into piece so that the information contained therein is no longer discernible.
Unauthorized Disclosure:
The unauthorized disclosure of FOUO material is not an unauthorized disclosure of classified information. However, Air Force personnel and DoD contractors have a duty to take reasonable actions to protect FOUO material under their control and from inadvertent disclosure. Appropriate administrative actions should be taken to fix responsibility for such disclosure as such information is protected by the Privacy Act which could result in civil or criminal sanctions against the Air Force.
