MEMORANDUM FOR INTERESTED PARTIES

SUBJECT: FA2517-19-R-A005 Ground-Based Electro-Optical Deep Space Surveillance (GEODSS) Industry Day and One-on-One Meetings.
1. General
a. The Government will be conducting an Industry Day followed by one-on-one sessions with industry on 4-5 April 2019. Details on each is below.
b. The GEODSS draft Request for Proposal (RFP), draft Performance Work Statement (PWS), draft Contractor Performance Assessment Report (CPAR) Matrix, and preliminary bidders’ library documents will be posted to the Federal Business Opportunities (FedBizOpps) website, http://www.fbo.gov, under solicitation number FA2517-19-R-A005, prior to Industry Day. Please review these documents and provide a list of questions for the Government to address in the one-on-one meeting by the deadline listed in paragraph 4.a. below.
Answers to questions submitted before, during and after Industry Day will be redacted for company information, compiled, and made available on FedBizOpps to all offerors.
2. Industry Day
a. A GEODSS Industry Day is scheduled for 4 April 2019, from 0900-1100.
Industry Day briefings will be given at the Auditorium, Building 1, on Peterson AFB. The GEODSS Industry Day agenda and map of PAFB (with location indicated) are attached. Parking at Building 1 can be a challenge and several parking lots are available within a short walking distance.
b. Due to base security procedures, in order to access the base, all interested attendees must possess an approved Government Identification Card, Common Access Card (CAC), Retired Military or Dependent Military ID. A driver’s license, or other non-Military ID, is not sufficient for base access. If an attendee does not have base access, contact the Contracting Officer using the information below for further instructions.
c. All interested attendees must RSVP to the Contracting Officer by the deadline listed in paragraph 4.b. below. To RSVP, send an email to the Contracting Officer and Contracting Specialist (email addresses below) and include the following information:
(1) Company name and address
(2) Full name of representatives planning to attend http://www.fbo.gov/
(3) Representative(s) official company title/affiliation
(4) Representative(s) contact phone number
(5) Representative(s) email address
d. Upon receipt of your company’s information, you will be added to the attendee list.
3. One-on-One Meetings
a. An opportunity for one-on-one meetings is available on the afternoon of 4 April 2019 and 5 April 2019 in the Mission Support Facility, Building 350 (indicated on attached map), in Room 1205 on Peterson AFB. Please note, this is not a marketing opportunity; rather a chance to ask questions of the technical experts and to provide feedback on the draft RFP, the draft PWS, and the draft CPAR Matrix.
b. One-on-One attendance is limited to three (3) persons per company. Please submit the name, title, and contact information of each representative that will attend the one-on-one session, by the deadline listed in 4.b. below.
c. Meeting time slots will be assigned by the Government to interested companies.
Please let us know if you have attendees that are traveling from out of town and we will do our best to accommodate schedules. Each one-on-one meeting will be no longer than 30 minutes and will begin at 1300 on 4 April 2019 and continue on 5 April 2019 from 0800 – 1600.
4. General
a. Deadline for submitting all questions related to the draft RFP and attachments:
1500 on 3 April 2019.
b. Deadline to RSVP for Industry Day and One-on-One sessions: 1400 on 29 March 2019.
c. Requested information will not be accepted over the telephone, but calls to clarify information are welcome.
