About this file
ICL File Format Exhibit
This exhibit document describes the Image Cash Letter (ICL) file format utilized by Volusia County, Florida, and its Tax Collector's office for bank deposit processing. The County and Tax Collector's office currently submit deposits to their banking partner using ICL files formatted in the standard ANSI X9.37 format. These files contain optical character recognition (OCR) extracted text data from each check collected from payees, along with digital images of both the front and back of each check. ICL deposit files are transmitted to the bank at least once daily as a consolidated file containing all checks scheduled for deposit that day, submitted by multiple ICL users including the County Treasury, Billing Office, and Tax Collector's office.
This technical specification is integral to the banking services procurement RFP #25-P-131TF issued by Volusia County. The selected banking partner must demonstrate the technological capability to receive, process, and manage ICL-formatted deposit files as part of its comprehensive banking services offering. The requirement reflects the County's existing infrastructure and operational procedures, which the successful respondent must integrate into its service delivery model to support the County's deposit processing operations that handle approximately $139,880,000 in annual deposits.
