About this file
Exhibit G.3 is a technical specification document for Volusia County, Florida's banking services procurement (RFP #25-P-131TF) that outlines the Image Cash Letter (ICL) file format requirements. The County and Tax Collector's office currently submit deposits to the bank using ICL files formatted in standard ANSI X9.37 format, which contain text data extracted via Optical Character Recognition from collected checks as well as digital images of check front and back sides. ICL deposit files are transmitted at least once daily as consolidated files containing all checks scheduled for deposit that day, with submissions originating from multiple ICL users including the County Treasury, Billing Office, and Tax Collector. Prospective banking vendors must demonstrate capability to process and integrate with this existing ICL deposit infrastructure as part of their comprehensive banking services proposal.
The ICL file format specification represents a critical technical requirement within the broader banking services procurement framework. Successful respondents must accommodate the County's established deposit processing methodology and integrate seamlessly with current systems that generate approximately $139,880,000 in annual deposits. The specification underscores the County's emphasis on maintaining operational continuity while evaluating banking partners capable of supporting sophisticated technological systems, including NACHA-formatted EFT files, ICL deposit processes, and compliance with detailed computing security procedures. This technical requirement is one component of the extensive banking infrastructure evaluation criteria that vendors must address in their proposals due November 12, 2025, at 3:01 pm.
