About this file
This is a technical specification exhibit for banking services required by Volusia County, Florida under Request for Proposals #25-P-131TF, detailing the electronic payment processing requirements for the Tax Collector's office. The exhibit specifies comprehensive bank export functionality for the Tax Collector's TaxSys software system, requiring the selected bank to provide an electronic file transmission system (such as E-Box or equivalent) that securely transmits detailed payment information to enable automated posting of property tax payments. The bank must support taxpayer-initiated automatic bill pay services where customers authorize their banking institution to remit annual tax bills directly to the Tax Collector's pooled cash account, with the bank transmitting structured data files daily to the Tax Collector for integration into the tax collection system. The specification includes detailed technical requirements for data file formatting, including header records, billing data records, payment data records, and footer records, with defined field layouts specifying character types, field sizes, and data format requirements such as Julian dates, bill identifiers formatted as eight-character dates plus eight-digit bill numbers, payment identifiers, and implied decimal amounts.
The file establishes mandatory technical standards for the bank's electronic transmission protocols, requiring daily file transmission regardless of transaction volume, including empty files when no transactions occur to ensure consistent data flow and system synchronization. All data must conform to the specified record layouts with hard-coded record type identifiers and precise field configurations to enable direct integration into the Tax Collector's existing software systems. The exhibit includes a source file example demonstrating the required data structure and formatting standards that the selected bank must implement and maintain throughout the contract term, with the entire banking services contract representing a five-year agreement with potential renewals for up to five additional years.

Bank Export for Tax Collector Software - TaxSys
The Bank shall provide a comprehensive electronic payment processing service that enables the Tax Collector to efficiently identify and post payments to customers' property tax accounts. This bill pay service includes support for taxpayer-initiated automatic payments where customers authorize their bank to pay annual tax bills directly from their accounts, with funds remitted to the Tax Collector's pooled cash account on specified due dates.
The Bank shall provide an electronic file transmission system (such as Ebox or equivalent) that securely transmits detailed payment information including transaction details, taxpayer account information, payee information, and payment confirmation data.
The system will allow taxpayers to establish bill pay services using their property account information and authorize payments through their banking institution. Upon payment processing, the Bank shall transmit a structured data file to the Tax Collector that can be integrated directly into the tax collection system for automated posting and record updates.
The Bank shall transmit these electronic files daily, including empty files when no transactions have occurred, to ensure consistent data flow and system synchronization.
This streamlined process ensures timely, accurate payment posting while reducing manual processing requirements for the Tax Collector's office.
