About this file
This is a technical specification exhibit for an electronic payment processing system serving Volusia County, Florida's Tax Collector under RFP #25-P-131TF. The document defines the Bank Export for Tax Collector Software (TaxSys) requirements, establishing a comprehensive electronic payment processing service that enables the Tax Collector to identify and post payments to property tax accounts. The system supports taxpayer-initiated automatic payments where customers authorize their bank to pay annual tax bills directly from their accounts, with funds remitted to the Tax Collector's pooled cash account on specified due dates. The Bank shall provide an electronic file transmission system such as an E-box or equivalent that securely transmits detailed payment information including transaction details, taxpayer account information, payee information, and payment confirmation data. The structured data files must integrate directly into the tax collection system for automated posting and record updates, with daily transmission of files—including empty files when no transactions occur—to ensure consistent data flow and system synchronization.
The technical specification details the required file format and data structure for bank exports, including header records, billing data records, payment data records, and footer records with specific field definitions, data types, and field sizes. The header record contains record type (H1), Julian date, and standard date in mm/dd/yyyy format. Billing data records include record type (BD), Julian date, bill ID (combining 8-character date as yyyymmdd and 8-digit bill number), bill type indicators (ranging from current tax payments to other payment types), alternate key (Property Appraiser's ID), tax year, and amount with implied decimal. Payment data records capture record type (PD), Julian date, bill ID, payment ID from E-box, and amount. The footer record provides final counts of billing and payment data records plus the total E-box deposit amount. This streamlined process ensures timely, accurate payment posting while reducing manual processing requirements for the Tax Collector's office.

The Bank shall provide a comprehensive electronic payment processing service that enables the Tax Collector to efficiently identify and post payments to customers' property tax accounts. This bill pay service includes support for taxpayer-initiated automatic payments where customers authorize their bank to pay annual tax bills directly from their accounts, with funds remitted to the Tax Collector's pooled cash account on specified due dates.
The Bank shall provide an electronic file transmission system (such as Ebox or equivalent) that securely transmits detailed payment information including transaction details, taxpayer account information, payee information, and payment confirmation data.
The system will allow taxpayers to establish bill pay services using their property account information and authorize payments through their banking institution. Upon payment processing, the Bank shall transmit a structured data file to the Tax Collector that can be integrated directly into the tax collection system for automated posting and record updates.
The Bank shall transmit these electronic files daily, including empty files when no transactions have occurred, to ensure consistent data flow and system synchronization.
This streamlined process ensures timely, accurate payment posting while reducing manual processing requirements for the Tax Collector's office.
