About this file
This is a technical specification document for Volusia County, Florida's banking services procurement (RFP #25-P-131TF), detailing the cleared check data file format requirements that successful banking vendors must support. The document specifies a fixed-width text file format downloaded from the bank website for uploading into the County's financial system to clear checks, with distinct data records and footer records containing check information and summary totals. The data record layout includes ten fields: account number (10 characters), three blank spaces, check number (10 characters), check amount in non-decimal format (12 characters), and check date (8 characters). The footer record contains a record type identifier, account number, twenty-two blank spaces, summary amount left-padded with zeros (12 characters), and record count left-padded with zeros (10 characters). The specification includes a source file example demonstrating the proper formatting for six sample check records with a total summary line, illustrating how the County's existing banking infrastructure processes and reconciles check clearing data across County and Constitutional Officer accounts.
This technical specification is one component of the comprehensive banking services procurement and establishes mandatory data exchange standards that bidding financial institutions must implement to support the County's monthly reconciliation services and check clearing operations. The format applies to both County and Constitutional Officer banking relationships, ensuring standardized data handling across multiple government entities served under the five-year contract with potential five-year renewal options. Compliance with this specific file format is essential for vendors to integrate with Volusia County's existing financial systems and support the processing of the County's substantial transaction volumes, including approximately $139,880,000 in annual deposits.
