About this file
This is an exhibit document detailing the Positive Pay Interface File format specification for Volusia County, Florida's Request for Proposals #25-P-131TF for comprehensive banking services. The Positive Pay Interface File represents an electronic data transmission system designed to prevent check fraud by enabling the bank to verify the authenticity of checks presented for payment against a pre-authorized list of checks issued by the County and its Constitutional Officers. The file specification outlines seven data fields that must be transmitted from the organization's ERP Financial System to the bank: Account (12-character text field), Void indicator (1-character text field), Check Number (10-character text field), Check Amount (12-character text field), Check Date (8-character text field), Filler (1-character text field), and Payee Name (66-character text field). This technical requirement is integral to the County's broader banking services procurement, which encompasses multiple specialized accounts, advanced technological capabilities including web-based access with dual-factor authentication, and fraud protection mechanisms. The RFP was released on October 10, 2025, with questions due by October 29, 2025, and proposals due on November 12, 2025, at 3:01 pm.
The positive-pay fraud protection capability specified in this exhibit represents one component of the County's comprehensive banking infrastructure requirements, which processes approximately $139,880,000 in annual deposits and includes approximately 2,800 biweekly direct deposit payroll transactions and 75-125 weekly ACH vendor payments. The selected banking partner must demonstrate integration capabilities with the County's existing technological systems, including NACHA formatted EFT files and Image Cash Letter deposit processes, while complying with Volusia County's detailed computing security procedures. The successful respondent must carry stringent insurance requirements including a $5,000,000 Professional Liability policy, $2,000,000 Cyber Insurance, and a $10,000,000 Financial Institution Bond. The proposed contract is a five-year agreement with potential renewals for up to five additional years, and evaluation criteria include firm qualifications, project approach, functional performance, total cost, net earnings, references, and financial stability.
