About this file
This exhibit document outlines the technical specifications for Volusia County, Florida's Positive Pay Interface File, a critical component of the banking services procurement (RFP #25-P-131TF). The positive pay system is an electronic data transmission mechanism designed to prevent check fraud by enabling the bank to verify the authenticity of issued checks against a pre-authorized list maintained by the County's ERP Financial System. The file specifications detail seven required data fields: Account (12-character text), Void indicator (1-character text), Check Number (10-character text), Check Amount (12-character text), Check Date (8-character text), Filler field (1-character text), and Payee Name (66-character text). This technical framework supports the County's comprehensive banking services requirements, which include processing multiple specialized accounts and maintaining robust fraud protection mechanisms across County operations and Constitutional Officer accounts.
The positive pay functionality represents one of several advanced technological capabilities required under the RFP, alongside web-based account access with dual-factor authentication, electronic payment processing, remote deposit capture, and comprehensive online banking capabilities. The successful banking partner must possess the technical infrastructure to integrate this positive pay system with the County's existing financial operations, which process approximately $139,880,000 in annual deposits for the County alone and include approximately 2,800 biweekly direct deposit payroll transactions and 75-125 weekly ACH vendor payments. The selected bank will support the five-year agreement with potential renewals for up to five additional years, serving Volusia County and its Constitutional Officers while maintaining stringent security protocols and insurance requirements, including a $5,000,000 Professional Liability policy, $2,000,000 Cyber Insurance, and a $10,000,000 Financial Institution Bond.
