About this file
This document is a Standard Operating Procedure (SOP) for Ellington Air Force Base (AFB) in Houston, Texas, specifically addressing the protocol for inadvertent discovery of unmarked burials. The procedure applies to various personnel including installation leadership, training site managers, civil engineers, security police, maintenance crews, unit commanders, tenants, and contractors. The SOP outlines specific steps to be taken when human remains or unmarked burial sites are unexpectedly encountered during ground-disturbing activities such as construction, maintenance, or outdoor recreation.
The document details a comprehensive workflow for handling such discoveries, emphasizing immediate cessation of ground-disturbing activities, securing the discovery location, and notifying appropriate personnel including the unit commander, Environmental Manager (CEV), and security officers. Key regulatory references include the Native American Graves Protection and Repatriation Act, Archaeological Resources Protection Act, and National Historic Preservation Act. The procedure requires notifying the medical examiner, determining if the remains are NAGPRA-related, and initiating appropriate consultations with archaeological and tribal authorities. The flow chart provides a step-by-step decision-making guide for personnel who might encounter unmarked burials, ensuring proper protection, documentation, and respect for potential cultural and historical remains.
