About this file

This document is an Attachment G.N for Manufacturers' Services at Ellington Field (EF) in Houston, Texas, dated 21 May 2024. The specification outlines comprehensive requirements for manufacturer representatives' involvement during equipment installation, training, and operational support. Key requirements include submitting training schedules and plans at least 21 days prior to equipment installation, providing qualified manufacturer representatives who are factory-trained and experienced in technical applications, and delivering detailed training services for Ellington Field personnel. The document specifies that manufacturer representatives must assist with product installation, perform inspections and adjustments, resolve installation problems, support functional and performance testing, and provide comprehensive training on operation and maintenance of specified systems and equipment.

The manufacturers' services will be tracked using "person-days", defined as one person working eight hours within regular contractor working hours. The Project Manager must approve all manufacturer service days, and representatives must be prepared to revisit the site as needed to correct problems until installation and operation are acceptable. Training plans must include detailed information such as course objectives, schedules, attendee prerequisites, course descriptions, formats, and instructor resumes. Pre-startup training must be completed at least 14 days before actual startup, with potential for post-startup training as specified in individual project specifications. A Manufacturer's Certificate of Proper Installation is required, which will document the proper installation and testing of equipment.
