About this file

This document is an Attachment G.M for Material Equipment at Ellington Air Force Base (AFB) in Houston, Texas, dated 21 May 2024. The attachment provides comprehensive guidelines for transportation, handling, storage, and protection of products, as well as procedures for product options and substitutions during the project. It outlines specific requirements for contractors regarding product inspection, storage methods, and the process for requesting product substitutions, with the Project Manager having the authority to approve or reject such requests during the submittal phase.

The document emphasizes that payment for stored materials will only be made when an inventory and supplier invoices are submitted, and compensation will be limited to the actual cost of materials. Contractors must follow strict protocols for product handling, including maintaining manufacturer's instructions, preventing damage, and ensuring proper storage conditions. The attachment also stipulates that if a substitution request is not accepted by the government, the contractor remains responsible for supplying the originally specified item or an acceptable alternative without additional cost to the owner.
