About this file

This document is a Quality Control attachment (Attachment G.G) for a construction project at Ellington Air Force Base (AFB) in Houston, Texas, dated 21 May 2024. The attachment outlines comprehensive quality assurance requirements for installation work, including monitoring quality control over suppliers, manufacturers, products, services, site conditions, and workmanship. The document specifies detailed procedures for ensuring work meets specified quality standards, including compliance with manufacturers' instructions, tolerance controls, and adherence to reference standards.

The attachment requires the contractor to employ and pay for an independent testing laboratory approved by the Project Manager, with testing and inspection services to be performed both on and off the project site. The contractor is responsible for all testing costs, including re-testing due to non-conformance, and must provide cooperation, samples, and access to facilitate these inspections. Additionally, when specified, manufacturers must provide qualified personnel to observe site conditions, installation quality, equipment start-up, and provide reports within 30 days of observations. The document emphasizes that testing does not relieve the contractor of their responsibility to meet contract requirements.
