About this file
This document is an Attachment G.D for Field Engineering specifications for Ellington Air Force Base (AFB) located in Houston, Texas, dated 21 May 2024. The attachment outlines comprehensive requirements for field engineering services, specifically detailing the contractor's responsibilities for survey work, professional engineering services, and geospatial data collection. The contractor must provide all field engineering services, including survey work, civil and structural engineering, and maintaining accurate engineering control for the project's horizontal and vertical dimensions.
The specification requires the contractor to retain a Texas-registered surveyor, establish and protect survey reference points, create temporary benchmarks, and maintain detailed records throughout the construction process. At project completion, the contractor must submit a comprehensive survey of installation including roadways, drainage, site grading, buried utilities, and manholes. Additionally, the contractor must prepare a Geographic Information System (GIS) electronic map integrating with the 147 CES Common Installation Picture, providing precise geospatial data for all project elements such as building corners, valves, manholes, light poles, fire hydrants, and parking lot outlines to enable complete government documentation of the project's infrastructure.

Manager.
b. Report to the Project Manager when any reference point is lost or destroyed or requires relocation because of necessary changes in grades or locations.
3. PROTECT SURVEY REQUIREMENTS
A. Establish temporary benchmarks as needed, referenced to data established by survey control points. Record locations with horizontal and vertical data, on Record
Drawings.
B. Establish lines and levels, and locate and lay out, by instrumentation and similar appropriate means:
a. Site improvements, including utility slopes and invert elevations.
b. Batter boards for structures.
c. From time to time, verify layouts by same methods.
4. RECORDS
A. Maintain a complete, accurate log of al control and survey work as it progresses.

ELLINGTON FIELD, HOUSTON, TX 21 May 2024
5. SUBMITTALS
A. On request of the Project Manager, submit documentation to verify accuracy of field engineering work.
B. Submit Drawings showing locations of all pipes and structures constructed. This
Drawing shall be included with the Record Drawings.
6. GEOSPATIAL DATA STANDARD
A. Prepare and furnish geographical Information System (GIS) electronic map of the site and site utilities that integrates into the 147 CES Common Installation Picture (CIP) using Geographical Positioning System (GPS) Geospatial Electronic data per ANG
ETL 19-12, Geographic Information System (GIS) Data Format Specifications Dated
18 November 2019.
B. At the end of the project all data points will need to be provided by the contractor.
Provide all final locations of the corners (outline) of building, valves, manholes, handholes, light poles, fire hydrants, outline of parking lots and other items to provide a complete picture of what has been built and installed. Provide enough data to enable the government to have the location of everything on the project.
