About this file

This document is a safety policy and procedures attachment for a construction project at Ellington Air Force Base (EF) in Houston, Texas, involving the Texas Air National Guard (TXANG). The file outlines comprehensive safety requirements for contractors, including mandatory submission of a detailed Job Safety and Health Plan to be presented at a preconstruction conference. Contractors must designate a safety representative trained in OSHA 29 CFR 1926 regulations, who will be responsible for accident prevention and on-site safety supervision throughout the project.

The safety documentation requirements are extensive, mandating contractors develop detailed plans covering hazard analysis, employee training, personal protective equipment, medical surveillance, site control, emergency response, and specific procedures for confined space entry, spill containment, and chemical decontamination. Contractors must maintain safety data sheets, conduct monthly safety meetings, and keep comprehensive records of safety briefings and employee training. All employees must meet OSHA training requirements specific to their job roles, and any safety deficiencies must be immediately corrected in consultation with the Project Manager. The attachment emphasizes a proactive approach to workplace safety through thorough documentation, training, and ongoing monitoring.
