About this file
This document is an Attachment G.D for Field Engineering requirements for the Ellington Air Force Base (EF) project in Houston, Texas, dated 21 May 2024. The document outlines comprehensive field engineering services to be provided by a contractor, specifically requiring a Texas-registered surveyor to lay out and maintain survey work during construction. The contractor is responsible for establishing survey reference points, creating temporary benchmarks, verifying site improvements, and documenting utility locations, site grading, and infrastructure elements.
The technical specifications mandate that the contractor prepare geospatial data according to Air National Guard (ANG) Electronic Technical Letter (ETL) 19-12, including creating a Geographic Information System (GIS) electronic map integrating with the 147 CES Common Installation Picture (CIP). At project completion, the contractor must provide precise GPS coordinates for all constructed elements, including building corners, valves, manholes, light poles, fire hydrants, parking lots, and other installed infrastructure. The document emphasizes the contractor's sole responsibility for proper work location, stake preservation, and accurate horizontal and vertical control documentation.

Drawings.
B. Establish lines and levels, and locate and lay out, by instrumentation and similar appropriate means:
a. Site improvements, including utility slopes and invert elevations.
b. Batter boards for structures.
c. From time to time, verify layouts by same methods.
4. RECORDS
A. Maintain a complete, accurate log of al control and survey work as it progresses.

ETL 19-12, Geographic Information System (GIS) Data Format Specifications Dated
18 November 2019.
B. At the end of the project all data points will need to be provided by the contractor.
Provide all final locations of the corners (outline) of building, valves, manholes, handholes, light poles, fire hydrants, outline of parking lots and other items to provide a complete picture of what has been built and installed. Provide enough data to enable the government to have the location of everything on the project.
