About this file
This document is a Request for Proposals (RFP) issued by the Eastern New Mexico Water Utility Authority (ENMWUA) for the construction of the Eastern New Mexico Rural Water System (ENMRWS) Finished Water One (FW1) Pipeline project. The project involves installing approximately 15.5 miles of 39-inch diameter welded steel pipe, including combination air release and vacuum valve assemblies and vaults, blowoff assemblies, an isolation valve vault, a pressure reducing vault, and fiber optic conduit. The RFP was released on June 15, 2022, with a mandatory pre-bid conference and site visit scheduled for July 7, 2022. Technical and price proposal submissions are due by 3:00 p.m. on August 3, 2022, with a projected recommendation of award to the ENMWUA Board on September 1, 2022. The contract completion is expected within 780 calendar days for substantial completion and 840 calendar days for final completion.
The project is funded through multiple sources, including the New Mexico Water Trust Board Project Fund (WPF-5416 and WPF-5667) and a U.S. Bureau of Reclamation Assistance Agreement (R21AC10443). The bidding process requires contractors to meet specific qualifications, including experience with at least two projects involving 10,000 linear feet of AWWA C200 welded steel pipelines 30 inches or larger, and having a project manager and superintendent with at least 5 years of experience. The evaluation of proposals will be based on a point system, with a maximum of 100 points distributed across past performance, management plan, health and safety, financial capabilities, and pricing. The Owner reserves the right to reject any or all bids and to waive informalities in the bidding process.
