Approved on November 8, 2006, this DID is used in federal contracts for recruitment advertising services where the contractor maintains day-to-day management and control. The document serves as a template and guidance document for contractors developing their management plans in conjunction with related DIDs DI-MISC-81311A (Personnel Recruitment Advertisement) and DI-MISC-81312A (Collateral Personnel Recruitment Literature).

The Personnel Recruitment Advertising Management Plan must include five primary components: organizational structure with an organizational chart and narrative describing the contractor's business structure, functional relationships, and responsibilities; personnel staffing details for management offices including education, training, skills, experience, and security clearances; staffing requirements by skill type and level for each contractual task, with identification of currently available personnel and subcontractor requirements when submitted as a proposal; program management documentation defining direct lines of control, responsibilities, functional relationships, and authority between the management office and other organizational elements, plus all contractor-Government and contractor-to-contractor interfaces; and a technical advertising strategy narrative describing objectives, expected results, problems and proposed solutions, ability to meet short deadlines, and media methods employed. The plan must also include a milestone chart depicting the schedule of contractual commitments, management methods to ensure compliance with Contract Data Requirement List (CDRL) preparation and submittal requirements, and may incorporate creative and innovative media approaches beyond traditional print and broadcast media. Format requirements specify standard paper size (8.5 x 11 inches or A4 metric), sequential numbering, secure binding, legible and reproducible text, with optional contractor-specific formatting permitted.
