About this opportunity

The Naval Sea Systems Command (NAVSEA) is seeking media buying services for enterprise recruiting marketing and advertising through a combined synopsis/solicitation. The contractor will develop and execute a 12-month digital marketing and recruitment campaign focused on increasing STEM talent pipelines and public awareness for NAVSEA's Enterprise Recruiting Program. Key requirements include creating a comprehensive strategic marketing plan with paid media on platforms such as LinkedIn, YouTube, and recruiting sites, providing a media buyer with federal agency experience, and conducting ongoing campaign monitoring and optimization. The procurement will be evaluated using Lowest Price Technically Acceptable (LPTA) criteria, and offerors must demonstrate previous media buying experience with federal agencies and capability with talent acquisition platforms like Yello. Quotes are due electronically by August 14, 2025, at 5:00 PM, with a 30-day validity period required.

This procurement is designated as a Total Small Business set-aside, representing NAVSEA's first effort in this space with no incumbent contractor identified. The contract structure is firm fixed price with an all-or-none requirement, meaning partial quotes will be deemed unresponsive. The 12-month period of performance includes specific phases: 3 months for development, 4 months for campaign setup, 6 months for execution, and 2 months for final reporting. Performance will take place at Washington Navy Yard, Washington, DC, and contractors must be registered in the System for Award Management (SAM). The solicitation includes multiple Contract Data Requirements Lists (CDRLs) for deliverables such as strategic marketing plans, personnel recruitment advertisements, marketing plan maintenance reports, and monthly status reports.
