About this file
This is a Questions and Answers document clarifying requirements for a federal recruiting campaign solicitation issued by NAVSEA (Naval Sea Systems Command). The requirement is being solicited under simplified acquisition procedures as a firm fixed-price contract that must include both contractor labor and media buys in the final pricing quote.
Key deliverables and timelines include: development completion within two months of contract award; campaign setup within three months of contract award; weekly email coordination as necessary with monthly performance reports (A004); and a single final campaign analysis report (A005) upon campaign completion. The contractor must integrate with NAVSEA's Yello Talent Acquisition Portal, which serves as the main resume warehouse for candidate profiles. Resume submissions and cost per resume submission will be core KPIs for measuring ROI. The government will provide hiring priorities, occupational series, volumes, and geographic locations to support audience segmentation and media planning; however, the contractor must develop and propose a plan for targeting potential candidates. Geographic targeting should focus on specific markets around NAVSEA locations rather than nationwide campaigns. The A002 Creative Asset Development CDRL will be provided with the official solicitation. All campaign optimization changes require approval from the TPOC (Technical Point of Contact).

Questions and Answers
1. Media budget / estimated unit price The Draft SOW states that the requirement includes both contractor labor and the purchase of media placements. For purposes of the Sources Sought response, does the Government have an anticipated annual media-spend range or budget?
Additionally, when requesting an “estimated unit price,” is the Government seeking an estimated total 12-month contract price, a monthly price, a management fee, or separate estimates for contractor services and paid media?
No. This requirement is being solicited under simplified acquisition procedures and firm fixed price. Quote must include labor and media buys in final pricing. (not sure if this is true for this contract or not)
2. Campaign timeline The Additional Information section contains the phrases “within two (3) months” for development and “within three (4) months” for campaign setup/execution. Please confirm the intended milestones following contract award.
Development should be completed within two months after date of awarded contract and campaign will be set up within three months of the contract award date.
3. A004 reporting frequency SOW paragraph 5.4.2 requires weekly updates and monthly performance reports;
however, CDRL A004 identifies the frequency as “Once/Single” with the first submission at 50 days after contract award. Please confirm the intended frequency for A004.
Weekly email coordination (as necessary) and monthly reports are required. All campaign optimization changes must be approved by TPOC.
4. A005 reporting frequency SOW paragraph 5.4.3 describes A005 as the final campaign analysis following campaign completion, while CDRL A005 lists the frequency as “Monthly.” Please confirm whether A005 is intended to be a single final report or a recurring monthly deliverable.
A005 is the final report and will be a single/once frequency.
5. A002 documentation The Draft SOW identifies A002 as “Creative Asset Development.” We did not see an A002 CDRL/Data Item Description among the materials reviewed. Please confirm whether a separate A002 CDRL/DID will be provided and, if so, what submission and approval requirements apply.
A002 will be provided with official solicitation. (I sent this over to you)
6. Yello integration SOW paragraph 5.1.4 requires integration with NAVSEA’s Yello Talent Acquisition Portal. Please clarify whether this requirement is limited to campaign attribution/tracking such as source codes, URLs and conversion tracking, or whether the contractor will be expected to perform API or other technical system integration with Yello.
Yello/TAP is the main resume warehouse for housing potential candidates’ profiles and resumes. Resume submissions will be a core KPI for ROI as well as the cost per resume submission.
7. Geographic targeting Does NAVSEA anticipate nationwide recruiting campaigns, or should paid media primarily target specific geographic markets, installations, shipyards, warfare centers, or hiring locations?
Past campaigns have used specific geographic markets around NAVSEA locations.
8. Recruiting priorities Will NAVSEA provide anticipated hiring priorities, occupational series, hiring volumes, geographic locations, and target-position information to the contractor following award for use in audience segmentation and media planning?
Yes, the government will provide data regarding hiring priorities and requirements.
The contractor should provide plan on how to target potential candidates.
