About this file
This DD Form 1391 project proposal and related federal solicitation outline requirements for the construction of an Advanced Helicopter Training System aircraft maintenance hangar. The Navy seeks a fixed-price incentive construction contract awarded through design-bid-build procedures to build a 183,288 square foot hangar at NAS Whiting Field, Florida to support three helicopter training squadrons and 130 aircraft. The steel structure will include maintenance, training, administrative and food service spaces. Site work involves clearing, utilities installation, paving and landscaping. The Navy estimates a $114.26 million budget for construction scheduled from 2023 to 2025. Early contractor involvement will be employed to leverage industry experience.

1)The Department of Defense is discontinuing the use of AFFF, but has not determined what fire protection system will be used in the future for fueled aircraft hangars. The budget for this project assumes that the cost of the hangar fire protection system will cost the same as an AFFF system.
2) P-288, the Temporary AHTS Hangar, is a lease that expires in Mar 2026.

Special Costs include temporary facilities to house Line Operations for the duration of construction, Post Construction Contract Award Services (PCAS) and cybersecurity commissioning. The cybersecurity commissioning cost is to cover the Navy (DON) cybersecurity requirements as well as DON in-house cost to review contractor submittals and implement steps necessary for obtaining Authority to Operate.
Operations and maintenance support information is included in this project.
DoD and DON principles for high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and
Executive Orders. Low Impact Development will be included in the design and construction of this project as appropriate.
Site preparation includes clearing and grubbing, grading, excavation, and relocation/removal of existing utilities.
Paving and site improvements include parking facilities for approximately 270 vehicles, sidewalks, landscaping, fencing, gates, retaining wall, mechanical and dumpster enclosure, chiller/boiler/fire pump building, airfield pavement and exterior signage.
Electrical utilities include electrical distribution, communications system, site lighting and airfield lighting.
Mechanical utilities include potable water distribution, firewater distribution, gas utility line, sanitary distribution, stormwater distribution catch basins and oil-water separator.

The project will include the demolition of existing Building 2977, a 2609.37 m2 training facility that will be replaced under project P282 AHTS flight simulator facility, on the same site and Building 2978, a 221.85 m2 line operations building, to clear the site for this project.
Facilities will be designed to meet or exceed the useful service life specified in DoD
Unified Facility Criteria. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency.

The project scope was derived using Facility Planning for Navy and Marine Corps Shore
Installations (UFC 2-000-05N, formerly known as P-80) based on criteria for category code number (CCN) 21105, Maintenance Hangar/O/H Space (High Bay).
NOTES:
The AHTS air vehicle and associated Ground Based Training System simulators and curriculum will replace legacy TH-57 Sea Ranger helicopters and simulators at NAS Whiting Field.
This rapid acquisition of Commercial off the Shelf products and contract services includes the procurement of up to 130 replacement aircraft, with the full rate production contract award in in December 2020.
During the transition, the Chief of Naval Air Training (CNATRA) anticipates a 16 percent increase in rotary-wing and tilt-rotor pilot production quotas to meet Fleet demand.
Pilot production throughput must be maintained during the transition from TH-57 to AHTS, and Whiting Field is the only production location for helicopter and tilt-rotor pilots.
The project will be designed in-house using design-bid-build approach to ensure that all its special characteristics and requirements are met. Due to the size and complexity of the project, Early Contractor Involvement will be employed to leverage the contractors contruction experience and value engineering resources.

Hangar 1406, is a three training squadron aircraft maintenance hangar constructed in 1943.
The three HT squadrons with 113 TH-57 helicopters have more than twice the number of aircraft and personnel as was designed for Hangar 1406. The maintenance high-bay requires upgrades to the crane capacity, lacks built-in maintenance equipment, seismic, fire suppression, and capacity due to the new aircraft model now using this hangar. There is a
29 percent deficit of maintenance shop, support, and flight operations spaces, and the existing spaces are configured for squadrons with half the number of personnel and equipment. These deficits have caused the shops and storage requirements to spill into two critically needed high-bay maintenance areas resulting in being only to provide maximum capacity 60 percent availability of the existing TH-57 aircraft.
Additionally, the hangar has a wind rating of only 74 mph, which is insufficient in an area where there is a threat of inclement weather from summer thunderstorms to hurricanes.
Current shortfalls include insufficient aviation life support system facilities and pyrotechnic storage, insufficient facilities for female instructors and students, lack of academic facilities, and fragmented squadron spaces.
This project is not located within the 100-year floodplain.
This project does not have scope elements above and beyond the Unified Facilities Criteria and Facilities Criteria regarding adverse long-term environmental effects.
The installation provides training for 100 percent of the Navy, Marine Corps and Coast
Guard helicopter pilots. Without a new modern hangar to provide maintenance for the new
AHTS aircraft, the Navy risks failure that will ultimately result in a severe degradation of Fleet pilots.
An adequately sized and configured hangar is required for the maintenance and repair of new helicopter platform for AHTS, assigned to advanced training Helicopter Training
Squadron 8 (HT-8), Helicopter Training Squadron 18 (HT-18) and Helicopter Training
Squadron 28 (HT-28) of Training Air Wing Five.
Adequate and efficiently configured space is required for classroom instruction providing a consolidated training environment for the three rotary squadrons. Adequate parking facilities are also required for personnel working at the hangars.
Mission need date is February 2026.
