About this file
This is a request for clarification from the State of Arizona's Department of Administration, State Procurement Office, to Molera Alvarez, LLC regarding their proposal to provide lobbying services for the Secretary of State's office. The solicitation (BPM006852) seeks an "Authorized Public Lobbyist" as defined under A.R.S. 41-1231(2) to represent the agency's interests during the 2026 Arizona State Legislative Session. The original solicitation was posted on May 23, 2025, with proposals due by July 16, 2025. The respondent must submit clarifications in narrative form addressing six numbered questions by August 12, 2025, at 12:00 PM Arizona Time to Shawnesy.summers@azdoa.gov.
The clarification request focuses on evaluating the firm's specific legislative experience and approach to client representation. Key areas of inquiry include detailed examples of prior election policy legislation work with bill numbers, years, and documented impacts; the firm's methodology for advocating positions that may conflict with personal political leanings; strategies for addressing previous opposing stances on current issues; tailored approaches specific to the Secretary of State's agency needs; and demonstrated government relations experience in representing state agencies, advocating agency budget requests, and engaging on election policy matters. The clarification emphasizes that this request does not constitute a determination of susceptibility for award and that clarifications are not negotiations or material changes to the original request for proposal.
