About this file
This is a Procurement Determination and RFP Contract Award and Executive Summary from the Arizona Department of Administration, State Procurement Office, for the Secretary of State's Office. The solicitation (BPM006852) sought professional intergovernmental state legislative lobbying services for an "Authorized Public Lobbyist" as defined under A.R.S. 41-1231(2) to represent the agency during the 2026 Arizona State Legislative Session. The solicitation was issued electronically on May 23, 2025, to 84 prospective offerors through the state's eProcurement system, with an additional 16 prospective offerors notified through supplemental outreach. A pre-offer conference was conducted on June 5, 2025, and a solicitation amendment updated the title on May 30, 2025. Proposals were due July 16, 2025, at 4:00 PM MST, with three proposals received from Creosote Partners, Pinnacle Public Affairs, and Molera Alvarez LLC. The evaluation process included an initial consensus evaluation on August 7, 2025, followed by two rounds of clarifications, two rounds of revisions, and negotiations with Molera Alvarez and Pinnacle Public Affairs. A Best and Final Offer (BAFO) was issued on August 28, 2025, with responses due September 2, 2025. The evaluation committee, comprised of Maryn Herberg (Operations Director), Greg Ensell (CFO), Murphy Hebert (Deputy Chief of Staff), and Luke Douglas (Deputy General Counsel/Chief Procurement Officer), recommended awards to both Molera Alvarez and Pinnacle Public Affairs on September 4, 2025.
The proposals were evaluated on a total of 1000 points based on three criteria: Method of Approach, Cost, and Experience & Capacity. The submitted pricing was determined to be fair and reasonable based on adequate price competition among the offerors. Creosote Partners withdrew their proposal prior to award and were not selected. The procurement determination was signed by Shawnesy Summers, EPS SPO Procurement Manager, on September 4, 2025, authorizing the contract awards to the two selected offerors in accordance with A.R.S. 41-2534(G) and A.A.C. R2-7-C317(A). No specific contract term, renewal options, budget amounts, or set-aside requirements are detailed in this award document.
