About this file
This is a Method of Approach attachment to a Request for Proposal (RFP) solicitation issued by the Arizona Department of Administration State Procurement Office for lobbying services for the Arizona Secretary of State. The solicitation (BPM006852) seeks to secure professional intergovernmental state legislative lobbying services beginning with the 2026 Arizona State Legislative Session, with proposals due by July 16, 2025. The selected vendor will serve as an "Authorized Public Lobbyist" as defined under A.R.S. 41-1231(2). Bidders must respond to specific requirements including identifying registered lobbyist employees, demonstrating experience with elections administration and Secretary of State issues at the Arizona Legislature, identifying primary account managers with relevant experience and established relationships, and describing processes for analyzing, tracking, and communicating legislative activities and providing real-time client briefings.
Creosote Partners submitted this response identifying five registered lobbyists on staff, including Marilyn Rodriguez (13+ years), Hugo Polanco (5+ years lead account manager), Gaelle Esposito (12+ years), Natalya Brown (4+ years), and Jeanne Woodbury (3+ years), all representing multiple clients. The firm demonstrated extensive experience lobbying on elections-related policy matters at the Arizona Legislature, including ballot access, voter registration, and secure elections initiatives. The response outlines Creosote's systematic approach to legislative tracking through daily bill reviews, client-specific legislative flags, strategic risk and opportunity analysis, stakeholder coordination, weekly legislative reports, and real-time client communications including floor and committee alerts, same-day summaries, and rapid response drafting of talking points and statements.
