The solicitation seeks professional intergovernmental state legislative lobbying services from an authorized public lobbyist as defined under A.R.S. 41-1231(2). Proposals were due by July 16, 2025. The contract will commence with the 2026 legislative session and require comprehensive legislative advocacy services including strategic representation, legislator engagement, and advancement of the agency's policy objectives. The firm proposes five key personnel to staff the engagement: Hugo Polanco (Partner, Lead Lobbyist and Primary Point of Contact, 20% time commitment); Marilyn Rodriguez (Founder/Partner, Lobbyist, 15% time commitment); Gaelle Esposito (Partner, Lobbyist, 10% time commitment); Natalya Brown (Senior Associate Lobbyist, 10% time commitment); and Jeanne Woodbury (Senior Associate Lobbyist, 10% time commitment).
The proposed personnel possess extensive Arizona legislative experience ranging from two to eight years with the firm and demonstrated expertise in complex legislative issues including voting rights, election integrity, budget appropriations, and election procedures. Key responsibilities outlined include leading state legislative advocacy efforts, serving as liaison between the agency and Arizona State Legislature, coordinating legislative strategy, delivering weekly legislative updates and bill tracking, maintaining the agency's "Request to Speak" account, facilitating stakeholder meetings, submitting full-session reports within 20 days after sine die, and ensuring compliance with state lobbying laws and ethical standards. Two team members have completed "The Campaign Method for More Effective State Government Affairs" training in July 2023. All proposed personnel have established bipartisan relationships with Arizona legislators, committee staff, and state agency personnel, with experience managing end-to-end legislative campaigns from bill drafting and sponsor recruitment through committee testimony, amendment strategy, vote counting, and direct lobbying efforts.
