About this file
This Scope of Work Verification form is submitted by the Orange County Transportation Authority (OCTA) in California for the OC Bus Marketing Program project. The document outlines general rules and certification requirements that Project Managers must follow when preparing scopes of work and specifications. The verification form must be completed and submitted alongside the actual Scope of Work document (FA-CAMM-071.docm) prior to solicitation. The project has a budget of $175,000 for a sixteen-month initial term and seeks qualified consultants to provide marketing services.
The Scope of Work Verification form requires the Project Manager and either the Department Manager, Director, or Executive Director to certify that the SOW/specifications were independently prepared to invite competition and do not favor any specific vendor, or alternatively, to certify that any brand name or equal descriptions are necessary because writing clear technical requirements would be impractical or uneconomical under Federal Transit Administration guidelines. The form was signed and submitted on 8/19/2025 by the Marketing & Customer Engagement department under Requisition Number R000829. The certification process ensures compliance with federal and local procurement regulations while promoting fair and competitive bidding practices.

SCOPE OF WORK VERIFICATION
This Form Must Be Submitted with Scope of Work (SOW)
FA-CAMM-071.docm (03/16/18) Page 1 of 1
The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
