About this file

This is an interoffice procurement plan memorandum from the Orange County Transportation Authority (OCTA) dated November 20, 2025, for RFP 250105 regarding the OC Bus Marketing Program. The Authority seeks qualified consultants to provide comprehensive marketing services, including developing and implementing various marketing programs and campaigns designed to retain current customers and attract new ones. The initial contract term spans sixteen months, effective March 1, 2026, through June 30, 2027, with one optional two-year renewal term extending from July 1, 2027, through June 30, 2029. The procurement will be conducted as a Request for Proposal (RFP) rather than an Invitation for Bid, as the selection requires evaluation criteria beyond price considerations. The evaluation team will consist of internal OCTA personnel: Edith Monreal (Senior Marketing Specialist, Marketing & Customer Service), Jason Ko (Section Manager I, Marketing & Customer Engagement), and Kevin Khouri (Transportation Analyst, Transit Service Planning).

The budget allocation totals $175,000 for the initial sixteen-month term and $250,000 for the optional two-year renewal period, with funding sourced locally rather than from Measure M or federal CMAQ funds. Proposal evaluation will be weighted as follows: Qualifications of the Firm (20%), Staffing and Project Organization (25%), Work Plan (30%), and Cost (25%). The contract will be structured as a Time and Expense agreement, requiring firms to propose hourly rates for specified services. No prevailing wage requirements, liquidated damages clauses, retention provisions, or Disadvantaged Business Enterprise (DBE) goals apply to this procurement. An independent cost estimate and requisition number R000829 have been received, indicating the procurement plan has progressed through initial administrative processing.
