About this file
This is a Procurement Plan memorandum from the Orange County Transportation Authority (OCTA) dated November 20, 2025, for RFP 250105 regarding the OC Bus Marketing Program. The procurement seeks qualified consultants to provide comprehensive marketing services for the OC Bus transit system. The initial contract term is sixteen (16) months, effective March 1, 2026, through June 30, 2027, with one optional two-year renewal term extending from July 1, 2027, through June 30, 2029. The RFP procurement type was selected because evaluation criteria beyond price are necessary to assess firm qualifications and capabilities.
The evaluation criteria are weighted as follows: Qualifications of the Firm (20%), Staffing and Project Organization (25%), Work Plan (30%), and Cost (25%). The contract will be structured as a Time and Expense arrangement with hourly rates proposed by qualified firms. The funding source is Local Measure M Federal (CMAQ) with a budget of $175,000 for the initial sixteen-month term and $250,000 for the optional two-year term. An independent cost estimate has been received, and Requisition #R000829 has been issued. Prevailing wage requirements apply to this procurement, and retention of the incumbent was not specified in the plan. The internal evaluation team includes Edith Monreal (Senior Marketing Specialist, Marketing & Customer Service), Jason Ko (Section Manager I, Marketing & Customer Engagement), and Kevin Khouri (Transportation Analyst, Transit Service Planning).
