About this file

This is a Procurement Plan document for the Orange County Transportation Authority (OCTA) related to Request for Proposal (RFP) 250105 for the OC Bus Marketing Program. The procurement seeks qualified consultants to provide comprehensive marketing services, with an initial contract term of sixteen months effective March 1, 2026, through June 30, 2027, followed by one optional two-year renewal term extending from July 1, 2027, through June 30, 2029. The RFP was determined appropriate based on evaluation criteria beyond price, with proposals evaluated on Qualifications of the Firm (20%), Staffing/Project Organization (25%), Work Plan (30%), and Cost (25%). The procurement plan identifies three internal evaluation team members: Edith Monreal (Senior Marketing Specialist), Jason Ko (Section Manager I), and Kevin Khouri (Transportation Analyst).

The initial contract budget is $175,000 with an option term budget of $250,000, funded from local sources rather than Measure M or federal CMAQ funds. The contract will be structured as a Time and Expense arrangement, requiring firms to propose hourly rates for specified services. An independent cost estimate has been received, and Requisition #R000829 has been submitted. No prevailing wage requirements, liquidated damages clauses, retention requirements, or Disadvantaged Business Enterprise (DBE) goals apply to this procurement. Evaluation training has been scheduled for team members, and the procurement plan awaits final concurrence signatures from both the Senior Marketing Specialist and the Procurement Section Manager.
