About this file
This is Solicitation Amendment No. 2 issued by the State of Arizona Department of Forestry and Fire Management (DFFM) for an All-Inclusive Single Engine Air Tankers (SEATs) and Services contract under Solicitation No. BPM007303. The amendment extends the solicitation due date from January 2, 2026, to January 15, 2026, at 3:00 P.M. Arizona Time to accommodate contractor availability during the holiday season. The solicitation seeks to establish contracts for Type 3 Single Engine Air Tankers with fully contractor-operated equipment and services to support statewide fire suppression operations. Contractors must supply aircraft with minimum 800-gallon tank capacity, FAA-certified pilots with commercial and instrument ratings, and support personnel capable of applying water, retardant, foam, and water enhancers. The contract encompasses two operational periods: an Exclusive Use Period (typically April 15-July 24, guaranteeing 100 days of aircraft availability) and a Call When Needed Period for services outside the primary timeframe. The contract term is twelve months with potential extensions up to a maximum aggregate term of five years.
The amendment clarifies pricing evaluation methodology for both contract periods. For the Exclusive Use Period, pricing will be evaluated using the formula: (Daily Availability × 100 days) + (Flight Time × 100 average hours). For the Call When Needed Period, evaluated as: (Daily Availability × 1 day) + (Flight Time × 1 hour). Offerors may submit task order responses with prices less than their maximum stated price, provided all prices remain within the established minimum and maximum pricing from the original solicitation. Task orders will be evaluated based on total cost, and the state makes no minimum spending commitments or guarantees regarding flight hours during the contract period. Contractors must provide comprehensive insurance coverage, including $10,000,000 combined single limit aviation liability with specific passenger and property sub-limits. All offerers are required to acknowledge this amendment in the State's e-Procurement System.

OFFERER SHALL ACKNOWLEDGE EACH SOLICITATION AMENDMENT IN THE STATE’S E-PROCUREMENT
SYSTEM.
The solicitation is hereby amended as follows:
The Solicitation Due Date shall be changed from January 2, 2026 to January 15, 2026, at 3:00PM, Arizona time.
Changes, additions, or deletions in requirements that will formally change the solicitation requirements will be shown at the beginning of this amendment.
The following question was submitted on December 9, 2025 and the Department provides the following response:
Question 1:
• To expand on Q4 - pricing formula. What is price? Availability or flight time? Combination of pay items, like 1 day and 1 hour flight time etc?
RESPONSE: For the purposes of the solicitation evaluation, price will be determined using the Offeror’s maximum price as listed below. However, if awarded a contract, Offerors retain the flexibility to submit Task Order responses with prices less than their maximum price for the services requested, provided that all prices provided in response to a task order remain within the Offeror’s min/max pricing established in the original solicitation.
Exclusive Use (EU) Period: The EU period will be evaluated by the total price of the expected season based on historical averages. However, in accordance with section
4.39.3.4.1 of the solicitation, DFFM does not guarantee any minimum or maximum number of flight hours during this contract.
For evaluation purposes, the EU price will be calculated as follows:
(Daily Availability x 100 days) + (Flight Time x 100 Average hours) = Price for the Evaluation Formula
Call When Needed (CWN) Period: CWN services will be issued on an as-needed basis with no guarantee for flight time, as outlined in section 4.39.3.4.1 of the solicitation. For evaluation purposes, the CWN period will be evaluated by the cost of one day of service with one hour of flight time.
For evaluation purposes, the CWN price will be calculated as follows:
(Daily Availability x 1 day) + (Flight Time x 1 Hour) = Price for the Evaluation Formula
