About this file
This is a pricing document for Request for Proposal No. BPM007303 issued by the State of Arizona Department of Forestry and Fire Management for All-Inclusive Single Engine Air Tankers (SEATs) and Services. The RFP solicits pricing for the provision of single engine air tankers with associated services, including aircraft availability, flight operations, crew support, and ground transportation. The contract includes two distinct operational periods: an Exclusive Use Period from April 15th through July 24th (100 days), and a Call When Needed (CWN) Period with variable availability requirements. Offerors must submit comprehensive pricing that encompasses all costs associated with daily availability, including lodging, meals, fuel, and ground transportation.
Pricing shall be all-inclusive and structured across multiple line items including daily availability, flight time (calculated to the hundredth of an hour), mobilization costs, extended standby rates for pilots and drivers, relief crew transportation, and miscellaneous expenses. Flight time pricing must incorporate all fuel costs, and any time calculations beyond the hundredth will not be accepted. The pricing document permits contractors to invoice the Department of Forestry and Fire Management for miscellaneous expenses such as landing fees, licenses, airport use costs, and hazmat permits at actual cost with no additional markup, provided such expenses are supported by paid itemized invoices or receipts. Relief crew transportation is to be submitted on the Transportation Worksheet at actual cost without additional markup. All invoicing must include completed copies of Exhibit 5: AMD-23E for applicable aircraft categories.
