About this file
This is Solicitation Amendment No. 1 issued by the State of Arizona Department of Forestry and Fire Management for Request for Proposal (RFP) BPM007303 regarding All-Inclusive Single Engine Air Tankers (SEATs) and Services. The amendment, dated December 9, 2025, clarifies key requirements for contractors providing Type 3 Single Engine Air Tankers with pilot and support services for statewide fire suppression operations. The solicitation due date remains unchanged at January 2, 2026, at 3:00 P.M. Arizona Time. The contract term is twelve months with potential extensions up to a maximum aggregate term of five years. The amendment addresses four questions submitted by potential offerors: confirmation that the National Training Course and SEAT Pilot Academy refer to the National Aerial Firefighting Academy (NAFA); clarification that invoices shall be submitted once per month and may include up to two billing periods; and specifications regarding minimum and maximum pricing requirements on the price list submission.
The amendment establishes that all services under the contract will be solicited through Task Orders and must comply with master contract requirements outlined in the Scope of Work Section 3.5. Offerors must provide minimum and maximum prices for each service listed on Attachment 15: Price List, with all Task Order responses required to remain within the original solicitation pricing parameters. Contractors must have both low and maximum prices established in the original solicitation to be eligible to respond to any Task Order. The evaluation methodology for cost responses utilizes a weighted scoring formula where the lowest bid price receives all available cost criteria points, with consecutively higher bid prices receiving weighted scores based on the percent difference from the lowest offer. Contract Officer Suri Wall is the primary contact, and all questions related to the solicitation must be submitted through the State's Discussions tab in the e-Procurement System.
