About this file
This is a Bid Submittal Form for an indefinite quantity Job Order Contract (JOC) with Pinellas County, Florida. The contract covers construction services across five work categories: Non-Secure Areas during Normal Working Hours, Non-Secure Areas during Other than Normal Working Hours, Secure Areas during Normal Working Hours, Secure Areas during Other than Normal Working Hours, and Non Pre-priced Tasks. Bidders must examine all Contract Documents and the proposed work location before submitting their proposal. The contract requires bidders to provide all necessary labor, equipment, and materials to complete work in accordance with the Contract Documents and specified time limits for each Job Order.
Pricing for this indefinite quantity contract is structured through a single Adjustment Factor applicable to all unit prices in the Construction Task Catalog, with the base unit prices set at a net value of 1.0000. Bidders must submit one Adjustment Factor for all unit prices; submission of separate factors for different unit prices will result in bid rejection and non-responsive status. The Adjustment Factor is multiplied against each work category with specific weightings (Non-Secure Normal Hours 60%, Non-Secure Other Hours 10%, Secure Normal Hours 10%, Secure Other Hours 10%, and Non Pre-priced 10%) to calculate the Award Criteria Figure used for bid evaluation. Specific constraints apply: Other than Normal Working Hours factors must equal or exceed Normal Working Hours factors within each area type, Secure Areas factors must equal or exceed Non-Secure Areas factors, and Non Pre-priced Work factors must equal or exceed 1.0000. The County reserves the right to correct arithmetic errors using the submitted Adjustment Factor Bid amounts.

TO THE COUNTY OF PINELLAS, FLORIDA:
We, the undersigned, hereby declare that no person or persons, firm or corporation, other than the undersigned, are interested in this proposal, as principals, and that this Proposal is made without collusion with any person, firm or corporation, and we have carefully and to our full satisfaction examined the Contract Documents, and that we have made a full examination of the location of the proposed work and the source of supply of materials, and we hereby agree to furnish all necessary labor, equipment, and materials, fully understanding that this is an indefinite quantity Contract, and that we will fully complete all necessary work in accordance with the Contract Documents, within the time limit specified in each Job Order for the unit prices set forth in the Construction Task Catalog®, multiplied by the Adjustment Factors inserted below.
