About this file
This is a Utility Work Schedule document prepared pursuant to Florida Administrative Code Rule 14-46.001, establishing the framework for utility relocation and adjustment work between the Florida Department of Transportation (FDOT) and Pinellas County Utilities (PCU) for the Ridgemoor Boulevard Bridge Replacement Project (Financial Project ID: 445437-1-52-01). The schedule, based on FDOT plans dated August 6, 2024, outlines PCU's responsibilities for managing water main facilities during the project, which involves replacing a 120-foot flat slab bridge with a 135-foot structure along with roadway and drainage improvements. The work is segmented into two primary phases: 90 calendar days prior to FDOT project construction and 55 calendar days during construction. Key activities include engineering and design (30 days), permitting (30 days), materials procurement (30 days), removal of existing 12-inch and 8-inch water mains after the proposed main is operational, installation of a proposed 14-inch HDPE water main with pressure and bacteriological testing, and installation of two 12-inch DIP proposed water mains. The utility permit must be submitted to the appropriate permitting authority on or before April 20, 2026, to maintain the project schedule.
Special conditions and constraints established by PCU require that all facilities remain in service throughout construction, with the contractor providing a minimum of two full business days' notice prior to excavation work within the vicinity of PCU facilities and two weeks' notice for valve box or manhole cover adjustments. PCU field representatives must be present during directional bore or jack and bore operations and notified when excavating within two feet of any PCU facility. PCU requires access throughout the project duration for monitoring, maintenance, and service activities. The contractor must stake out northern construction limits and sheet pile locations prior to PCU beginning directional boring, and must stake out drainage structures S-1, S-2, S-3, and S-4 prior to PCU tapping the existing water main for connections to the proposed main. PCU's standard working hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, with after-hours work available if required due to customer outages or schedule delays. The document was executed on February 25, 2026, with signatures from the Engineer of Record (Timothy Wineberg, PE) and UAO representatives (Dennis Simpson, PE, Engineering Section Manager).

This utility work schedule is based on FDOT plans dated in the project information box below. Any deviation by FDOT or its contractor from these plans, may void this utility work schedule. Upon notification by FDOT of a change to these plans, the UAO may negotiate a new utility work schedule. The UAO agrees to notify FDOT and the contractor in writing prior to starting, stopping, resuming, and completing work in accordance with this utility work schedule. The UAO shall obtain a utility permit and comply with requirements of the 2017 Utility Accommodation Manual (UAM) for all work done under this utility work schedule. The UAO is not responsible for events beyond the control of the UAO that could not be reasonably anticipated by the UAO and which could not be avoided by the UAO with exercise of due diligence at the time of the occurrence.
