Hennebery Eddy Architects, Inc.

921 SW Washington St Ste 250 Portland, Oregon 97205 Attention: Heather Crane Re: Hazardous Material Survey

Chapin Mesa Historic Buildings and Houses 1 Mesa Verde National Mesa Verde National Park CO, 81330

Dear Ms. Crane:

Ensolum, LLC (Ensolum), has prepared this report for Hennebery Eddy Architects, Inc.

(Hennebery) following a hazardous materials survey conducted at nine buildings located at 1 Mesa Verde National, Mesa Verde National Park, Colorado. The survey was conducted on the Museum and Residences 1 through 8 (Site Buildings, Figure 1).The hazardous materials survey included an inventory of potentially regulated materials including but not limited to polychlorinated bisphenols (PCBs), naturally occurring radioactive material (NORM), Mercury, hydrocarbons etc.

and the sampling of suspect asbestos containing materials (ACM) and lead based paint that may be impacted by planned future renovations.

Ensolum personnel completed the survey on May 22, 23, 24, and 25, 2023, at the Site Buildings.

Only accessible materials scheduled to be impacted by planned renovation activities at the Site Buildings were included in this survey. New building materials, such as roofing on all buildings and flooring in recently renovated residences were not included in this survey. Hidden materials, materials that would impact the integrity of the building by sampling and materials beyond reasonable access to the inspectors during the site visit were not evaluated as part of the survey.

REGULATED BUILDING MATERIAL SURVEY

Ensolum surveyed the interior and the exterior of the nine buildings for regulated building materials (RBM). Additionally, lead sampling was conducted using X-Ray Fluorescence (XRF) per Department of Housing and Urban Development (HUD), United States Environmental Protection Agency (EPA), and State of Colorado standards and definitions of lead-based paint.

The lead paint sampling was conducted on May 23, 2023 by Burnside Enterprises. Lead paint was identified in each of the buildings. The complete results of that survey are included as a separate report and included as Appendix E.

Regulatory agencies (HUD, EPA) have defined LBP as a paint or other surface coating that contain >5,000 parts per million (mg/kg) of lead or more than 0.5% of lead by weight. Based on the analytical results, some of the paint tested does meet the definition of LBP.

The Occupational Safety and Health Administration (OSHA) regulates worker exposure of paint which contains lead, regardless of concentration. Currently, any proposed renovation/demolition is subject to the OSHA regulations (29 CFR 1926.62 – Lead Exposure in Construction). The OSHA regulation defines specific training requirements, engineering controls and working

Chapin Mesa – Mesa Verde National Park practices for construction personnel subject to this standard. Federal and state regulations also require characterization of demolition/renovation debris to determine the proper disposal procedures.

ASBESTOS CONTAINING MATERIAL SAMPLING OBJECTIVES

The EPA 40 Code of Federal Regulations (CFR) Part 61, National Emission Standards for Hazardous Air Pollutants (NESHAP), prohibits the release of asbestos fibers to the atmosphere during renovation or demolition activities. The asbestos NESHAP rule requires that potentially regulated asbestos-containing material (RACM) be identified, classified, and quantified prior to planned disturbance, renovation, or demolition activities. In addition, the Colorado Department of Public Health and Environment (CDPHE) Regulation 8 Part B (Reg 8) requires buildings be inspected for asbestos prior to demolition or renovation.

The survey was conducted by Mr. Reece Hanson and Mr. Zach Myers, Colorado-certified Asbestos Building Inspectors (CABI’s). A copy of Mr. Hanson and Mr. Myers certifications and the Ensolum Asbestos Consulting Firm Certification are included as Appendix A. The survey was completed in accordance with EPA 40 CFR Part 763, CDPHE Regulation 8.

Visual Assessment

The asbestos survey activities within the Site Buildings began with a visual observation of the work areas to identify functional spaces and homogeneous materials that may be affected during planned demolition/renovation activities. Building materials and components observed in the buildings consisted of drywall systems and texturing, block sealant on CMU and concrete walls, various wall and ceiling plasters, stair tread mastic, carpet mastics, cove base and mastics, ceiling tiles, linoleum flooring and mastics, miscellaneous caulking, window glazing, thermal system insulation, various fireproofing/insulation material, plaster paper backing, and fire brick.

Asbestos Sample Collection

A physical assessment of each suspect homogeneous ACM was conducted to assess the condition of the material as friable or non-friable. The EPA defines friable material as one that, when dry, can be crumbled, pulverized, or reduced to a powder by hand pressure. Friability was assessed by physically touching suspect ACM. Ensolum classified the current condition of the suspect ACM and the potential for damage to the suspect ACM.

Bulk samples of suspect ACM were collected in general conformance with CDPHE Regulation 8, AHERA, and Table 2 of EPA Asbestos in Buildings: Simplified Sampling Scheme for Friable Surfacing Materials, also known as the Pink Book, but discretion of sample locations was used when applicable. The suspect ACM samples collected were obtained by physically removing a small portion of the suspect material using a sharp instrument. The disturbance of adjacent material was kept to a minimum during the sampling process. Appropriately attired inspectors collected bulk samples using wet methods as applicable to reduce the potential for fiber release.

Each sample was placed into a separate labeled container with a sample number, which was then sealed. The sampling instrument was cleaned after each sample was collected. After sample collection, any surficial damage was repaired, as applicable, to seal the disturbed area.

The asbestos sample locations are depicted on the Homogeneous Sampling Area Diagrams included as Appendix C. A total of 225 bulk samples of suspect ACM were collected during Ensolum's survey.

The suspect ACM samples were submitted to Eurofins Reservoirs Environmental (Reservoirs), Inc. in Denver, Colorado, an independent laboratory that has successfully participated in the

National Voluntary Laboratory Accreditation Program and is accredited by the American Industrial Hygiene Association. The bulk samples were submitted under chain-of-custody procedures to Reservoirs for analysis by polarized light microscopy (PLM) per EPA methodology (EPA-600/R- 93/116). Visual estimation was used to obtain the percentage of asbestos present within the bulk samples and the point counting method was used for 41 samples that contained 5% or less asbestos by visual estimation to get a more accurate analysis.

REGULATORY OVERVIEW

The CDPHE Regulation 8, Hazardous Air Pollutants Control, Part B, Asbestos, and 5 Code of Colorado Regulations (CCR) 1001-10, Part B applies, in general, to buildings, facilities, and associated components. The CDPHE Air Quality Control Division (AQCC) is the implementing regulatory agency for NESHAP regulations.

The Occupational Safety and Health Administration (OSHA) asbestos standard for the construction industry (29 CFR 1926.1101) regulates workplace exposure to asbestos. The OSHA standard requires that employee exposure to airborne asbestos fibers be maintained below 0.1 asbestos fibers per cubic centimeter (0.1 f/cc) of air for an 8-hour day. The OSHA standard classifies construction and maintenance activities that could disturb ACM, and specifies work practices and precautions, which employers must follow when engaging in each class of regulated work.

The asbestos NESHAP rule (40 CFR Part 61) regulates asbestos fiber emissions and asbestos waste disposal practices. It requires the identification and classification of existing building materials prior to renovation or demolition activities. Under NESHAP, asbestos-containing building materials are classified as either friable, Category I non-friable, or Category II non-friable

ACM.

Friable materials are those that, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure. Category I non-friable ACM includes packings, gaskets, resilient flooring covering, and asphalt roofing products. Category II non-friable ACM are any materials other than Category I materials that contain more than 1 percent (%) asbestos.

RACM is defined by CDPHE Regulation 8 as friable ACM and Category I and Category II non-friable ACM that is in poor condition and has become friable or will be subjected to sanding, grinding, cutting, or abrading. In addition, RACM includes Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material during demolition or renovation operations.

RACM must be removed prior to renovation or demolition activities. If the amount of RACM exceeds the threshold levels of 260 linear feet (LF), 160 square feet (SF), or the volume equivalent of one 55-gallon drum for a non-single family dwelling or 50 LF on pipes, 32 SF on other surfaces, or the volume equivalent of a 55-gallon drum for single-family residential dwellings the owner or operator must provide the CDPHE-APCD with written notification of planned removal activities at least 10 working days prior to the commencement of asbestos abatement activities. Removal of RACM must be conducted by a trained and appropriately licensed asbestos abatement contractor.

ACM SURVEY FINDINGS

Of the 225 suspect ACM samples collected by Ensolum, seven (7) samples contained greater than 1% asbestos and are defined as ACM. These materials are located in the Museum basement, and Residences 4 and 6. Forty-one samples were re-analyzed by the point counting method and found to contain 1% or less asbestos. Materials containing 1% or less asbestos are currently not regulated by CDPHE and the EPA; however, OSHA regulation 1926.1101, regarding the protection of worker health and safety still applies. Ensolum recommends following OSHA guidelines to ensure that asbestos permissible exposure limits are not exceeded by workers.

These materials are located in the Museum basement, and Residences 1 through 8. Table 1 provides a summary of all samples that had detectable asbestos content. Summary figures identifying the location of ACM and OSHA regulated materials in each building are included in Appendix B. Homogenous materials identified during survey activities are defined in Table 2. The sample locations and homogenous sampling area diagrams are included in Appendix C. Specific sample locations and the results of the physical and visual assessment are described in the Sample Collection Forms (Appendix D). The laboratory analytical reports are included in Appendix F, and a photographic log of ACM is included in Appendix G.

RECOMMENDATIONS

Based on the analytical results, Ensolum recommends the following prior to the planned renovations:

• Renovation activities will result in the disturbance of the identified friable and non-friable materials, which, based on the quantities are considered to be RACM, these materials are listed in the ACM Table above. Based on the quantities of RACM planned for abatement, the abatement must be completed in accordance with CDPHE Regulation 8, a permit must be submitted to the CDPHE-AQCC;

• At a minimum, any removal of materials identified to contain 1% or less asbestos are still subject to compliance with the OSHA regulations and must be completed by qualified personnel; however, Ensolum recommends that material containing trace amounts of asbestos be abated as RACM to prevent contamination of the building.

• Upon completing the abatement, each containment area should have final visual and air clearance completed prior to removing the containment areas. The final visual inspection and air clearance must be completed by a certified Air Monitoring Specialist (AMS);

• It is recommended these results be incorporated into the existing Asbestos Management Plan for the buildings, or an Asbestos Management Plan be developed and includes the findings of this survey;

• Should the ACM or RACM remain in the building, an Asbestos Operations and Maintenance Program should be prepared; and

• If the proposed renovation does not take place, Ensolum recommends abatement of any damaged ACM or OSHA regulated materials identified in Table 1 prior to re-occupancy.

REGULATED BUILDING MATERIAL INVENTORY

Objectives

In order to identify RBM that could require special waste handling or disposal as part of deconstruction or demolition activities, Ensolum compiled an inventory of building components, materials, and equipment that might contain RBM. This inventory describes suspect RBM within the structures at the Site.

Ensolum conducted a visual inspection of the structures (interior and exterior) to assess and inventory the presence of building materials regulated by the EPA via the Resource Conservation and Recovery Act (RCRA). Information related to liquids, chemicals, refining waste, impacted soil, and impacted groundwater impacts are not included in this report.

RBM Regulatory Overview

Materials defined as RBMs include, but are not limited to:

• Batteries;

• Pesticides;

• Mercury‐containing devices;

• Mercury‐containing light wastes;

• Radioactive containing devices; and

• Electronic devices and components.

Regulatory agencies recommend that lighting ballast be evaluated for the following and that ballasts be disposed of properly prior to renovation and demolition:

• Polychlorinated Biphenyl (PCB)‐containing lighting ballasts in accordance with the Toxic Substance Control Act (TSCA); and

• Di(2‐ethylexyl)phthalate (DEHP)‐containing lighting ballasts in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

Ozone‐depleting compounds are defined by the EPA, which includes the following:

• Stationary appliances including any refrigeration and air conditioning equipment that contains and uses an ozone depleting compound refrigerant, which is not portable by nature or design.

RBM Inventory Findings

Ensolum identified the following materials as potential regulated building materials:

• Various types of florescent light bulbs;

• Mercury-containing switches

• Exit signs;

• Drinking fountains;

• Smoke detectors; and

• Air conditioning units.

Descriptions, quantities, and locations of the suspect RBM and their potential hazardous material are presented in Table 3.

RECOMMENDATIONS

Ensolum recommends the following regarding the identified suspect RBM:

• Suspect RBM should be removed from the structures prior to demolition activities or additional sampling will be required to determine if the suspect RBM is non-regulated;

• Debris generated by the demolition/deconstruction activities should be sampled for the Toxicity Characteristic Leaching Procedure (TCLP) for waste characterization prior to disposal;

• RBM removal must be completed by qualified individuals; and

• RBM must be properly packaged, transported, manifested, and disposed of or recycled at a licensed facility in accordance with applicable local, state, and federal regulations.
