About this file
This is a Closeout and Operation & Maintenance (O&M) Requirements template for National Park Service construction projects, issued by the Denver Service Center on January 27, 2021. The document establishes comprehensive requirements for project completion deliverables organized into six main categories: Project Record Drawings, System Demonstration and Training, Tools/Spare Parts/Equipment, Extra Stock, Reports, and Keys & Keying Schedule.
Key requirements include final project record drawings for all building systems (fire sprinkler, plumbing, mechanical, electrical, communications, fire alarm, and sanitary sewer), along with documentation of embedded utilities and concealed components. The contractor must provide system training for fire sprinkler operations, mechanical equipment, electrical systems, and fire alarm systems, including minimum 2-8 hours of hands-on instruction. Essential deliverables encompass spare parts (fire sprinkler cabinet with three spare heads of each type, 50 spare bricks, 20 square feet of each tile combination, one gallon of each paint color), commissioning reports, test and balance reports, environmental documentation, and comprehensive O&M manuals. The template also specifies extensive warranty requirements ranging from 1-20 years for various building components including roofing systems (20-year TPO membrane warranty), door hardware (2-3 years), windows (5 years), and specialized equipment warranties. All deliverables require tracking through submittal dates, completion status, and Park receipt confirmation, with final changeover of permanent locks and key delivery to the Contracting Officer.
