The Construction Contractor is not responsible for providing internet service at the Contracting Officer’s Field Office.

9/8/2025

Reference Question Response

Factor 4 Schedule says the accompanying narrative is limited to 5 pages. Please confirm the Gantt Chart is not part of the 5-page narrative limit.

No, the Gantt Chart is not park of the 5-page narrative limit. Per Factor 4 Schedule: In your accompanying narrative (limited to 5 pages), explain schedule logic, critical path activities, and key considerations and constraints.

9/8/2025

Is there an overall page limit for the proposal? Each Factor recommends minimum pages but the solicitation itself does not have an exact limitation number.

9/8/2025

Factor 2 Project Experience – Team Experience states, “Prime Contractor experience is experience as a general contractor managing multiple subcontractors on a project you self-performed at least 60% of the cost of the contract, excluding materials.” On most projects, the General Contractor does not self-perform 60% of the contract. Please clarify this requirement.

Prime Contractor experience is experience as a general contractor managing multiple subcontractors on a project you self-performed at least 20% of the cost of the contract, excluding materials.

9/8/2025

Factor 8 – Small Business Participation states, “All offerors (both other than small business and small business) shall submit Small Business Participation documentation…contained in section M of this solicitation.” Section M states, “Small Business Offeror will receive the maximum credit for this evaluation factor and do not need to submit any documentation supporting this evaluation. Please clarify if Small Business Offers need to submit a small business plan or if they DO NOT need to submit a small business plan”.

Small Businesses do not need to submit a Small Business Plan.

9/8/2025

Specification Section 01 50 00 – Temporary Facilities Paragraph 1.3.C states the electrical service is supposed to be transferred to the contractor for projects longer than 1 year. This project has a duration longer than 1 year. Is the contractor supposed to cover the cost for all 8 residents' meters, the museum, and the temporary facilities required?

The Construction Contractor is responsible for “temporary power” costs associated with this project.

Quarters 01 – 08 will be turned over vacant to the Construction Contractor upon Notice to Proceed – there is no anticipated meter draw at the residences during construction, particularly as scope includes new electrical service distribution laterals and meter bases at all 8 Residential Quarters. The Museum and systems shall remain energized for the duration of the project with exception of intermittent outages and change-overs necessitated by scope. The Construction Contractor is responsible only for temporary power costs associated with the Museum scope, but not general Museum metering costs.

9/8/2025

Reference Question Response

Specification Section 01 10 00 - Summary of Work paragraph 1.5.H states “establishment of a camp within the park will not be permitted.” Will temporary RV, or Campers be allowed at the staging area for Prime Contractor Staff ie Superintendent, QC Manager, Safety Manager?

At this time there is no available in-park housing or contractor camp option associated with this project.

9/8/2025

Sheet 01-A802 Door/Window Notes 2, 3, 4 all refer to additional information on sheet A801.

Sheet A801 does not contain any information on the widows, doors, or door hardware. This happens on multiple Quarters' drawings and on the Museum drawings. Please clarify what sheet these notes are referring to.

These references to A801 are a clerical error and should reference either the A802 series sheets “Door and Window Schedules” or A803 series sheets “Door and Window Elevations”.

9/12/2025

Demo Floor Plan 01-AX101 & 01-AX201 both call for the basement windows to be removed and replaced. Sheet 01-A802 Demolition Window Schedule calls for Basement window 1.W0.01X to remain and requires Level 2 Wood Repair. Please confirm that sheet 01-A802 is accurate, and the demo plans are NOT accurate.

Confirming the sheet 01-A802 prevails.

9/12/2025

Sheet 01-A802 Window Schedule calls for sheet 01-A604 for window head, window sill, and window jamb details. The plan set does not contain a sheet 01-A604. Please confirm that this refers to sheet 01-A605, and that sheet 01-A604 does not exist.

Confirming that sheet 01-A605 prevails.

9/12/2025

Sheet 13-EX101 calls for the existing electrical devices in rooms Office 13.006, 13.008, 13.009, 13.011, and new outlets to be installed on sheet 13-E101 at different locations. The walls in this area have drywall that is above 1% ACM. The Hazardous Materials Report and other provided documents are unclear as to whether all ACM drywall exceeding 1% is supposed to be abated or if the Contractor is only required to abate the drywall at electrical devices and associated electrical rough-in.

ACM abatement shall occur only at areas directly associated with Electrical Scope. In certain rooms/locations this may be very localized (single digit square-footages), in other rooms/locations there may be enough Electrical scope to warrant abatement at an entire wall/walls (or similar).

9/12/2025

Are the new site electrical services supposed to be priced in CLINS 5? Correct

9/12/2025

Sheet 01-A101 Floor Plan Legend depicts the wall types for the existing walls to have a diagonal hatching. The new wood walls are solid. The floor plan indicates that all the walls are new wood walls. Please confirm that all the walls are existing and not new wood walls.

This happens on all Quarter and Museum drawings.

Correct – and thank you for bringing this graphic discrepancy to our attention. Thicker walls are existing sandstone construction. Interior “thin” walls are wood framed. NEW wood walls are indicated within A101 (and similar) series drawings via a darker grey shading relative to existing walls.

9/12/2025

Reference Question Response

Sheet 04-A201 Detail 4 South Elevation Note 18 says “All Vigas UON”. Elevation 2 North Elevation, same sheet, note 18 does not have UON after it, and is clearly pointing to 3 of the 7 vigas on this elevation. Keynote 18 same page calls for Level 3 wood repair. Does the “UON” only apply to South Elevation 4 and not North Elevation 2? This is consistent throughout other Quarters and the museum elevations.

This condition appears to be an attempt by the A/E to graphically simplify the drawings. All Vigas shown on both of the noted Elevations shall be understood to require “Level 3 Wood Repair” consistent with note 18.

Drawings within which similar instances occur shall follow the above guidance – i.e., assume “Level 3 Wood Repair”.

9/12/2025

Sheet 04-L101 CLIN 5 states “Re-Vegetate with Native See Typ.” CLIN 1 states “Overseed Typ. By Park,” The boxed text under 'Planting Notes' 5 states, 'Contractor will be responsible for soil preparation at areas of disturbance due to construction. Park will complete re-vegetation with in-kind, native seed and mulch...” The specifications do not contain a specification for seeding or landscaping. Please confirm that CLIN 5 and CLIN 1 seeding and revegetation will be performed by the Park. The contractor should not include revegetation or seeding in their pricing.

Correct. The park maintains strict levels of vegetation control and will perform re-seeding and/or re-vegetation at Contractor prepared areas.

9/12/2025

Addendum 1, 2, 3, 4, 5 all state the period of performance is 11/07/2025 to 5/11/2027.

Addendum 1 says to “Submit your schedule in Gantt Chart format; for evaluation purposes only assume a Notice to Proceed date of 12 Jan 2026”. The period of performance is 550 days after receiving the Notice to Proceed. 550 Calendar days from 1/12/2026 is 7/16/2027.

Should the schedule assume a NTP of 11/07/2025 and a completion date of 5/11/2027, or a Notice to Proceed of 1/12/2026 and a completion date of 7/16/2027?

The Gantt Chart format for evaluation purposes is going to start on January 12, 2026. The period of performance end date will change from 5/11/27 to 7/16/27 to match the 550 schedule after NTP. Dates may shift due to providing Div 1 requirements prior to NTP and actual award date. Dates posted as an answer to this question should only be concerned with providing the Gantt Chart for evaluation.

9/12/2025

Drawing 02-AX102 note 65 states “Remove (E) TPO Roof Membrane and Rigid Insulation.

Abate Hazardous Materials (ASSUMED)”. What are we assuming is hazardous, and what is the quantity?

The NPS is aware of multiple underlying roof “build-ups” below the existing TPO. No destructive testing nor destructive investigations were performed to determine the make-up and/or profile of said underlying “build-ups” – as a result, neither the exact hazardous materials nor quantities are known. It is presumed that underlying “build-ups” will include Asbestos Containing Materials (ACMs) consistent with historic practices (i.e., adhesives or other components).
