About this file
This is a permit list document for a federal construction project to rehabilitate and stabilize Chapin Mesa Historic Buildings and Houses at Mesa Verde National Park (Project MEVE 218998) in the Intermountain Region. The project involves historic building rehabilitation work requiring specialized permits for hazardous material handling, with Hennebery Eddy Architects as the A/E firm and various NPS personnel as project contacts.
The permit requirements include three main categories: site utilities and temporary utilities coordination with Empire Electric Association through online applications (contractor furnished), and hazardous waste removal permits from the Colorado Department of Public Health and Environment (CDPHE). The hazardous materials work requires compliance with CDPHE Regulation 8 for asbestos abatement and CDPHE Regulation 19 plus Colorado Revised Statute 25-7-1101 for lead paint abatement, with permits based on quantities of regulated asbestos-containing material and requirements for state-certified firms and individuals to conduct lead-based paint work on pre-1978 construction. The permit assessment was conducted by H. Crane on August 2, 2024, with the document indicating contractor responsibility for obtaining most permits while establishing the regulatory framework for this historic preservation project.
