About this file
This is a Permitting Assessment form for National Park Service project MEVE 218998 to rehabilitate and stabilize Chapin Mesa Historic Buildings and Houses at Mesa Verde National Park. The project involves comprehensive rehabilitation of historic residential quarters and a museum, including replacement of all mechanical, electrical, plumbing, and fire suppression systems that have reached the end of their serviceable life, replacement of sanitary sewer laterals, and upgrades to storm drainage systems of unknown condition. The work is being managed by the Denver Service Center with Hennebery Eddy Architects as the A/E firm and includes removal of propane tanks and installation of new fire alarm systems.
The assessment identifies several key permitting requirements, particularly for hazardous material remediation since lead, asbestos, and other hazardous materials were found in quantities exceeding state and federal regulations. Required permits include Colorado Department of Public Health and Environment permits for asbestos abatement under Regulation 8 and lead-based paint abatement under Regulation 19, with temporary storage and disposal managed by the contractor. The project also requires service applications with Empire Electric Association for electrical upgrades and temporary utilities during construction. The site is located entirely on NPS land with exclusive federal jurisdiction, is part of the Chapin Mesa Village Historic District and Mesa Verde Administration District National Historic Landmark, and is designated as a World Heritage Site. The assessment notes the presence of threatened and endangered species including Mexican Spotted Owl, Southwestern Willow Flycatcher, and Milkvetch that may require consideration during project execution.

This is based upon the following background calculations for disturbed area.
• Calculate area of disturbance for 8 total Quarters
• Estimated average length of disturbance per 1 Quarter is 150 LF
• Width of disturbed area for construction is 30 feet
• Disturbed area per Quarter is 4500 SF
• Total Quarters disturbed area is 36,000 SF
• Area of 1 Acre is 43,560 SF
• Remaining potential area for disturbance is 7,560 SF
• Calculate disturbed area for new parking spaces 20’x 60’ is 1200 SF
• Remaining potential area for disturbance is 4,360 SF
• This accounts for various concrete, vegetated swales, and other miscellaneous disturbed areas
