About this file
This document is a set of Questions and Answers related to an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services for JPMC Heavy Duty Equipment, contract number 23-416CMS-BOSS4-B-29409. The IFB is seeking various types of heavy equipment including compact wheeled loaders, crawler loaders, rubber tracked compact track loaders, and dozers. The equipment specifications are detailed in Exhibits A through G. Bidders must bid on all requested equipment and meet the minimum specifications. The IFB provides guidance on how changes to model numbers and discontinued items will be handled during the contract period.
The pricing for the equipment must be submitted on a F.O.B. Destination basis, and may include delivery, inspection, and assembly charges, but not surcharges. Bidders are required to provide specific dollar amounts in their bids for certain line items, even though these amounts do not reflect their actual pricing, for bid evaluation purposes. Questions and Answers #1

Q1 In the previous spec for Exhibit D the requirement was as follows “The loader shall be powered by a current production, liquid cooled, turbo-charged, 4-cylinder, diesel engine with an SAE J1349 net horsepower minimum of 82hp and minimum displacement of 195 cu. in. Minimum Interim Tier 4 Emissions.” Has there been a change in the application of the machine to cause the change in requirement, or is there an opportunity to revert to the old spec requirement?
A1 This is an updated specification.
Q2 Exhibit D is labeled Compact Wheeled Loader. Is there a distinction between the compact wheeled loader and a traditional skid steer loader or are they synonymous?
A2 We are reissuing Exhibit D. Specifications calls for skid steer loader.
Q3 On Exhibit F, this crawler loader is asking for front sweeps, rear screen, a/c guard and an 80,000 lbs.
winch. We have never put any of these options on a crawler loader. Also, its calling for a slope meter. I just wanted to make sure that these items really are needed on this machine.
A3 Bidders must bid per the specifications with all requested equipment.
Q4 Exhibit E is for a rubber tracked compact track loader. We can meet all the specs aside from engine horse power. Our Hydraulic horse power is higher than our competitors because of our specialized pump. So, we can perform on par with a 90 horse power machine while only burning the fuel of a 74.9 HP. If we bid a 74.9 horse power machine, will it be immediately thrown out?
A4 Bidders must bid per the specifications with all requested equipment. Bids which do not meet the minimum specifications for the line item will be considered non-responsive.
Q5 On Exhibit G, the spec calls for an 80,000 lbs. winch. The standard for winches is double the weight of the dozer. Our winch will be 40,000 lbs. unless there is a specific reason needed for an 80,000 lbs. winch.
A5 Bidders must bid per the specifications with all requested equipment.

Questions and Answers #1
Q6 Exhibit A and B is calling for Ballistic Polycarbonate glass. We have never done this for a wheel loader. Was the spec a misprint? Will our bid be thrown out if we don’t bid that?
A6 Bidders must bid per the specifications with all requested equipment. This is an operational safety requirement when a forestry attachment is purchased with the unit.
Q7 Is this correct for entering the modification discount and repair parts discount. We should enter this default $ amount highlighted? Even though this has nothing to do with our pricing?
A7 Bidders are asked to enter the specific dollar amount in the Unit Cost field on some line items in BidBuy for bid evaluation purposes. All bidders enter the same dollar amount which is applied to the % discount entered by the bidders when the buyer evaluates the bids.
Q8 How will changes in model numbers for awarded machines be handled during the period of performance?
A8 Please reference revised State of Illinois IFB, Contract: Description of Supplies and Services, Section
1.2.1.

Please reference revised State of Illinois IFB, Contract: Description of Supplies and Services, Section

Such decreases shall become effective upon the effective date of the manufacturer's mandated change. It is the responsibility of the vendor to notify the Illinois Department of Central Management Services of any such decrease.
Q9 If an awarded machine is discontinued, will the manufacturer be able to replace the machine on the contract?
A9 Please reference revised State of Illinois IFB, Contract: Pricing, Section 1.2.1.
