Appendix I: Glossary Aerospace Ground Equipment (AGE) - Equipment that directly supports the flight, and/or operational elements that are mission critical to system operations, and have a high degree of configuration compatibility with the space lift and/or missile system, or equipment/facilities supporting operational national defense assets/missiles.

Active – Pertains to property and equipment as being in service and operational.

Alterations - Work that changes the configuration of a facility (not maintenance or repairs) but that does not increase the value of the facility, (e.g. moving a door or electrical outlet).

Authority having jurisdiction – The organization, office, or individual responsible for enforcing the requirements of a code or standard, or for approving equipment, material, installations, or procedures.

Cathodic Protection System - A system to prevent the corrosion of a metal surface by making that surface the cathode of an electrochemical cell. This includes impressed current or sacrificial techniques used on water tanks and underground utility lines. This demarcation of Contractor responsibility includes sacrificial element(s), electrical equipment and electrical connections.

Central library – the main repository or archive of contract related documentation, both electronic and hard copy.

Certification – the act of validating through test, inspection, analysis, and certificate or documentation that a component is operating, or is able to operate within Specification. (used interchangeably with re-certification).

Computer Load Centers - A system of computers or servers comprising of server rooms, mission computer centers, etc.

Contractor - An individual or organization outside the U.S. Government who has accepted any type of agreement or order to provide research, supplies, or services to a U.S. Government Agency, including both prime contractors and subcontractors.

Corrosion Control – The application of protective coatings or preventative methods as prescribed and approved by laws, environmental agencies, and the Air Force.

Customer – Facility users, managers, Government organizations, tenant organizations and contractor personnel.

Defects – Pertains to property or equipment and represents a deficiency or the lack of something necessary or desirable for proper operation that in due course can cause failure; a finding or indication outside of Specification.

Deficiencies – Pertains to property and equipment as to the quality or condition reflecting incompleteness or inadequacy for nominal functionality or outside of Specification.

Damage Report - A report that documents damage to or destruction of any government owned or leased building or facility or its equipment, machinery, furniture and fixtures, from any cause.

Demarcation(s) (Demarcations of Responsibilities) – The point or boundary identifying where Contractor responsibility ends or begins.

Electrical System - Both low voltage (600 VAC or DC and lower) and medium voltage (up to 15,000 V) electrical power distribution equipment up to and including the main circuit breaker and wiring to the secondary side of the transformer; control equipment, including substations, transformers, motor control centers, switchgears, distribution panels, circuit breakers, wiring, grounding, switches, outlets, receptacles, boxes, conduit, attached interior and exterior lighting (includes emergency, warning and exit lights), and similar items up to the point where a user or other party becomes responsible. The system may be located outside the boundary (fence) denoting responsibility. For sites beyond 25 miles from VAFB, the Contractor is responsible from the commercial source to the point where a user or other party becomes responsible. This demarcation of Contractor responsibility begins on the secondary side of the commercial power transformer and is inclusive of all downstream circuits (less technical power).

Emergency Repair – The restoration of an existing facility or the components thereof when such facilities or components have been made inoperative by major breakdown, accident, or other circumstances that could not be anticipated in normal operations; and the repair thereof is of such urgency that it cannot await programming and accomplishment in the normal processing cycle.

Enterprise system – A system dealing with enterprise resource planning and resources, such as materials, employees, customers, budget, schedules, etc.

Estimated Cost – A calculated anticipated monetary value, as distinguished from an actual outlay, based upon related cost experience, prevailing wages and prices, or anticipated future conditions, usually for the purposes of contract negotiations, budgetary control, or reimbursements.

Facility - A facility is a building, structure or other aspect, including utility system, pavement, or land. Coincident with Structural Systems definition.

Facility Manager – A person designated, in writing, by an organization’s Commander or Contractor equivalent for each facility assigned to the organization.

Fire Alarm System – A system or portion of a combination system that consists of components and circuits arranged to monitor and annunciate the status of fire alarm or supervisory signal- initiating devices and to initiate the appropriate response to those signals. Systems include, but are not limited to, control panels, auto dialers or primary communication devices, annunciators, pull stations, bells, horns, wiring, junction boxes and conduit. This demarcation of Contractor responsibility begins at the auto dialer/panel downstream of incoming communications line.

Fire Detection System – A system or portion of a combination system that consist of components and circuits designed to detect the presence of a fire signature and to initiate action. Systems include, but are not limited to, heat and smoke detector, both infrared and ultraviolet detectors, control panels, wiring, junction boxes, data logger, conduit, and similar items. This demarcation of Contractor responsibility begins at the auto dialer/panel downstream of incoming communications line.

Fire Suppression System – A system or portion of a combination system that consist of components and circuits designed to and installed for detecting, controlling, or extinguishing a fire; whether dry or wet pipe system. Systems include, but not limited to: heads, valves, risers, piping, backflow prevention, fire pumps, storage tanks from and including post indicator valve to individual heads, and similar items. This demarcation of Contractor responsibility begins at the first Post Indicator Valve(s) (PIV) upstream from the main fire riser(s) to the facility or facilities being protected.

Fuel System - The natural gas distribution system from and including the main service shutoff valve outside the facility (including piping, valving, pressure regulator, and similar items) to the point in the facility where a user becomes responsible. The propane, diesel, or gasoline system, including the fuel storage tank (except for non-government tanks), piping, valving, pressure regulators, filters, gauges, and similar items; to the point in the facility where a user becomes responsible. Systems can be located outside the boundary (fence) denoting responsibility. For

Appendix E sites beyond 25 miles from VAFB, the Contractor is responsible from the commercial source to the point where a user or other party becomes responsible. This demarcation of Contractor responsibility begins with the first riser for natural gas distribution systems, with the fuel tank for diesel and gasoline systems (except for non-Government tanks), and with the propane tank for propane system (except for the non-Government tanks), and includes all downstream distribution lines and components.

Full Cost Accounting – Space Launch Delta 30 is under direction from Space Operations Command to track all cost in running and maintaining the Western Range and all cost associated with supporting and providing services to launch and air operations using the Western Range. This requirement is called Full Cost Accounting and is outlined in the Statement of Federal Financial Accounting Standards No. 4 “Managerial Cost Accounting”. Full Cost Accounting is 100% reporting of all costs incurred by the Contractor.

Grounding System - The electrically interconnected system of conductors and conductive elements that provides multiple current paths to earth. This includes earth electrode subsystem, lightning protection subsystem, signal reference protection subsystem, fault protection subsystem, static ground subsystem, as well as the building structure, equipment racks, cabinets, conduit, junction boxes, raceways, duct work, pipes, and other normally non-current-carrying metal elements (e.g. fences). This demarcation of Contractor responsibility includes facility below-ground grounding grid, grounding rods, grounding distribution systems, structure-to-distribution system interfaces (bonding), static ground plates, LPS, and associated interconnecting conductors, connectors and fittings required to complete the system. It does not include equipment signal reference protection, equipment racks and cabinets.

Inactive – Pertains to property and equipment as being out of service or deactivated.

Infrastructure - Facility items that support facilities located on government property. These include water mains, gas mains, roads, electrical distribution, power production systems, and similar property.

Interim Work Information Management System (IWIMS) - An Air Force Civil Engineer owned software used to manage all work generated and or performed by Civil Engineer resources on all RP and RPIE. The succeeding database program is the Automated Civil Engineer System (ACES).

Job Order Number (JON) - A number assigned by the SLD 30 Comptrollers to identify specific work performed for Range users, SLD 30 tenants, and designated SLD 30 efforts.

Lightning Protection System (LPS) - A complete system of strike termination devices, conductors (which could include conductive structural members), grounding electrodes, interconnecting conductors, surge protective devices, and other connectors and fittings required to complete the system. This demarcation of Contractor responsibility includes facility below-ground grounding grid, grounding rods, grounding distribution systems, structure-to-distribution system interfaces (bonding), static ground plates, and associated interconnecting conductors, connectors and fittings required to complete the system.

Lockout/Tag out (LOTO) - Refers to specific practices and procedures to safeguard employees from the unexpected energization or startup of machinery and equipment, or the release of hazardous energy during service or maintenance activities.

Logistics – The supply of material necessary to sustain an operational system.

Maintenance - The recurrent, day-to-day, periodic, or scheduled work required to preserve a facility, property, or equipment in such a condition that they may be used for their designated purpose over an intended service life. Maintenance minimizes or corrects wear and tear and thereby forestalls unscheduled repairs. It includes work required to repair, restore or replace components which have deteriorated from fair wear and tear, and other work to prevent damage or deterioration which otherwise would be more costly to restore. Maintenance functions include transport, assembly, checkout, preparation, scheduled work, and preventive maintenance inspections.

Mechanical System - Air compressors; associated piping; control systems (mechanical, pneumatic and electronic) including panels, wiring, pressure switches, regulators, control air compressors; HVAC equipment, and similar equipment, including boilers, chillers, cooling towers, air conditioners, air handlers, intake and exhaust fans, air dyers, air humidifiers, dehumidifiers, hot and cold water circulating pumps, hot and cold water distribution/piping systems, vent stacks, louvers, insulation, valves, Direct Digital Control (DDC) systems, and similar items. This demarcation of Contractor responsibility includes any and all mechanical system (as described above) within and in support of the facility being supported.

Metrics – Meaningful measures: for a measure to be meaningful, it must present data that encompasses the right action. In the context of this Performance Work Statement, metrics refers to management and performance measures.

Others – Term used to identify for ownership of property and equipment not under this contract, but may still have responsibilities under this contract associated with it.

Outage – The planned or unintentional interruption or termination of a utility service such as electricity, water, steam, chilled water, or communication.

Portable Engine Registration Program (PERP) - is a statewide program created by the California Air Resources Board (CARB) to register portable equipment as an alternative to securing permits from local air quality control districts. PERP registered equipment may operate throughout the state without obtaining permits to operate from any of California's 35 air quality management or air pollution control districts.

Power Distribution Units (PDU) - device fitted with multiple outputs designed to distribute electric power, especially to racks of computers and networking equipment located within the data center.

Pressure Vessels – Container(s) which contain or transmit high-pressure air, gases, cryogenics, fuels or other material, at pressures greater than 15 psig, which is or could be a hazard to exposed personnel, as defined in EWR 127-1 or AFSCMAN 91-710. Vessels not included under this definition are categorized in ASME Boiler and Pressure Vessel Code, Section VIII, Division 1, Para. U-1(c) (2), 2007.

Preventive Maintenance (PM) - PM is the planned, scheduled periodic inspection, adjustment, cleaning, lubrication, parts replacement, and scheduled work of equipment and systems. PM consists of many checkpoint activities on items that, if disabled would interfere with essential Western Range operation, endanger life or property, or involve high cost or long lead time for replacement.

Prime Mission Equipment (PME) – SLD 30 Range equipment documented on the LTRS CI tree that directly supports launch (radars, telemetry systems, CT sites, etc) PME operations and maintenance is handled by the LTRS Integrated Support contract (LISC).

Real Property (RP) - Lands, buildings, structures, utilities systems, improvements, and appurtenance thereto. Includes equipment attached to and made part of buildings and structures (such as heating systems), but not movable equipment (such as plant equipment).

Real Property Installed Equipment (RPIE) - Those items of Government-owned or leased accessory equipment, apparatus and fixtures that are essential to the function of the RP and are permanently attached to, integrated into, or on Government-owned or leased property.

Excluded is organization or collateral equipment reflected in the equipment authorization inventory data (EAID), as shown in AFM 67-1, volume IV. Also excluded are other technical, medical, commissary, aircraft installed, fixed laundry and dry cleaning, MARS, cryptographic, automatic data processing, rental equipment, research and development, communications equipment. Reference Section IV.5, Property and Equipment.

Re-certification – The act of re-validating through test, inspection, analysis, and certificate or documentation that a component is operating, or is able to operate within Specification (used interchangeably with certification).

Reliability Centered Maintenance (RCM) – RCM is a logical, structured process used to determine the optimal Failure Management Strategies for any system, based on system reliability characteristics and the intended operating context. RCM improves productivity by integrating PM, which is time or interval based; Predictive Maintenance (PdM), which is machinery condition based; and Proactive Maintenance (PAM), which is root-cause/failure analysis based, in a balanced approach to modify the normal failure profile of equipment.

Predictive maintenance is the pivot point in this balance, possessing the tools to monitor machinery condition. This condition monitoring provides the information needed to optimize preventive maintenance job tasks and frequencies, and to identify proactive and root-cause analysis candidates.

Repair - Restoration of property, equipment, or components thereof, that undergo overhaul, reprocessing, or replacement of constituent parts or materials that have deteriorated by action of the elements or wear and tear in use and which cannot be corrected through maintenance.

Response time - the time lapse between the initial receipt of call for a work requirement to the commencement of an action or sequence of events needed to begin to mitigate the situation. For “Emergency” situations, the response should ideally be an immediate dispatch, but not later than two (2) hours after receipt of call.

Responsible-for – Designator defining the equipment that the Contractor has responsibility to maintain and service as defined by the Contractor’s demarcation of responsibility.

Security System - Electronic and physical security entry control and intrusion system that protects U.S. Air Force restricted and controlled areas which includes both the RP and RPIE portion (e.g. perimeter fencing, entry and exit turnstiles, gates, perimeter lighting, associated emergency generators, and similar RP items) and the electronic portion of the security systems and their subsystems and components (e.g. redundant CPU'S, magnetic card reader systems, motion detectors, door sensors, electronic door hardware, perimeter alarm monitor systems

Appendix E which includes, fence sensors, video control panels, alarm annunciators, associated uninterruptible power system, infra-red systems, microwave systems, surveillance cameras, and other similar electronic items). For security systems, the Contractor is responsible for only the RP and RPIE portion, not the electronic portion.

Service Calls – Calls that are generally called in by telephone by occupants of a facility, facility managers, or maintenance workers to solve minor facility problems of less than $10,000 in labor.

Successor Contractor – A contractor chosen to replace the Contractor in the performance of all or part of the work performed by this contract.

Specifications – Manufacturer’s operating specifications, design and engineering specifications, or regulatory requirements that define the safe operation and safe design life of equipment.

Structural System - Interior and or exterior substructure and superstructure, including instrument supports, walls, floors, ceilings, windows, ducting, doors, door locks, panic hardware, roofs, stairs, and similar structural items. This demarcation of Contractor responsibility includes any part of the facility structural system which is under the scope of this PWS.

Task Orders (CLIN X005/X007) - Funding vehicle for Other Services assigned by the Government Program Manager and approved by the Contracting office for work such as minor facility alteration, testing and inspection, specialized training, etc., which is deemed necessary to support this contract. The TO is only issued with an approved CE work order. The TO includes project objectives, detailed scope, required specifications, jurisdictional drivers/standards, and detailed cost estimates. TO closeout includes a Task Order Closeout with predicted operations and maintenance plan cost and lessons learned.

Technical Power – Power distribution downstream of UPS and/or PDUs. Considered condition power used by computer load centers and primary mission equipment. Technical power includes the UPS unit and any electrical connections downstream of the PDU (inclusive).

Technical power does not include the conduit and electrical wiring from the UPS to the PDUs.

Uninterruptible Power Supply (UPS) - an electrical apparatus that provides emergency power to a load when the input power source, typically main power, fails; providing near-instantaneous protection from input power interruptions, by supplying energy stored in batteries. PDUs are considered part of the technical power distribution.

Utility Systems - Any electric, gas, water, sewer, storm drain, steam, petroleum, or other utility installation owned by VAFB. Can be located outside the boundary (fence) denoting responsibility. For sites beyond 25 miles from VAFB, responsible from the commercial source to the point where a user or other party becomes responsible. Refer to individual systems definitions under this section. This demarcation of Contractor responsibility includes first isolation valve or manhole to the specific utility, inclusive.

Waste systems - Sanitary facilities, sump pumps and sewer plumbing up to and including the first manhole outside a facility, including the septic system and tanks (in the case of a facility not connected to main sewer distribution system), drain lines, lift pumps, float switches, stalls, plumbing fixtures (e.g. faucets, commodes, urinals, sinks, showers and eyewashes), and similar items. These can be located outside the boundary (fence) denoting responsibility. For sites beyond 25 miles from VAFB, the Contractor is responsible from the commercial source to the point where a user or other party becomes responsible. This demarcation of Contractor responsibility includes any and all systems (as described above) within and in support of the facility being supported.

Work Request - The AF Form 332 - Base Civil Engineer Work Request is first used to request modification, alteration, new work, large-scale maintenance and repair, reimbursable work, Local Manufacture, and/or all Self-Help work. Second, it is used to notify all interested base offices of upcoming work which may affect various utilities, systems, the environment, traffic flow, communications, etc.; and to prevent interruption of any utilities located at or adjacent to the proposed work area. Third and final purpose is for the environment. It is used in accordance with AFI 32-7061, The Environmental Impact Analysis Process, and is necessary to evaluate the potential for environmental impacts of proposed projects.

Water System - The water distribution system from and including the main service shut-off valve outside a facility including but not limited to piping, valves, pumps, backflow prevention, hydrants, pressure regulators, water treatment, filters, and domestic hot water heater to the point in the facility where a user or other party becomes responsible. Can be located outside the boundary (fence) denoting responsibility. For sites beyond 25 miles from VAFB, the Contractor is responsible from the commercial source to the point where a user or other party becomes responsible. This demarcation of Contractor responsibility includes any and all systems (as described above) within and in support of the facility being supported.
