About this file

This is a Statement of Work (SOW) for the replacement of the roofing system on Building 647 at the VA Medical Center Mather in Sacramento, California. The project (612A4-25-018) requires complete demolition of the existing asphalt roofing system and installation of a new Ketone Ethylene Ester (KEE) roofing system covering approximately 8,500 square feet, including rolled-up roofing to parapet caps and a small first-floor roof area. The contractor must complete all work within 150 calendar days and furnish all labor, materials, equipment, and supervision necessary for demolition, installation, and finishing. The new roofing system must meet specific physical properties outlined in Table 1, including a minimum 60-mil thickness membrane with reinforced polyester knit fabric and thermoplastic coating, vapor barrier underlayment, expanded polystyrene insulation, and replacement of 10 roof drains with new strainers and clamp rings. Installation must include new stainless-steel flashings, coping, column caps, metal wall panel covers, galvanized metal terminations over piping, rubber-based Uni-Strut fasteners, and worker access walkways (up to 250 linear feet, three feet wide, yellow in color) connecting to all serviceable roof equipment.

The contractor must engage a third-party roofing inspector with at least five years of experience to perform inspections during and after installation. All work must be performed by fully qualified and certified personnel trained on the manufacturer's products, with odor-producing work conducted after regular business hours. The contractor is responsible for providing a design layout showing all roof equipment and drainage locations following field verification, managing weather protection, and obtaining necessary certifications and permits including FAA approval for crane operations if required. The deliverables include a 30-year manufacturer's warranty certificate and maintenance instructions in physical and digital formats identifying methods that would void the warranty. The contractor may propose equivalent substitutions with detailed justification and must submit a fume/odor control plan to the Contracting Officer Representative prior to construction. All records and data generated during contract execution are owned by the U.S. Government, and the contractor must comply with federal records management policies and Privacy Act requirements.
