About this file

This is a Request for Information (RFI) form for Solicitation 36C26126R0018, submitted by Talion Construction, LLC on February 18, 2026, regarding a roofing replacement project on Building 647 at a VA facility. The RFI contains 40 numbered inquiries with corresponding VA responses regarding technical specifications, materials, installation requirements, and project management protocols.

The inquiries address critical project parameters including: confirmation that bidders are responsible for verifying actual roof square footage (approximately 8,500 sq ft); clarification that roofing systems equal to the specified Tremco KEE system are acceptable with appropriate documentation; removal of existing asphalt roofing down to the structural deck per Section 2E of the SOW; contractor responsibility for verifying job-site drainage conditions; and submittal of design layouts in PDF format initially and CAD format for final closeout drawings. Personnel requirements specify that the SSHO and Superintendent may be double-hatted, but the Project Superintendent and CQC Manager must be separate individuals, and triple-hatting is not permitted. Additional requirements include manufacturer-certified installers with proof of certification; compliance with OSHA 30-hour Construction Safety Training; temporary roofing methods for weather protection; coordination for fall protection and barricades in an occupied facility; and adherence to construction waste management, environmental controls, and sustainable construction standards detailed in the specifications. The mandatory project completion timeline is 150 calendar days after Notice to Proceed, with phased substantial completion acceptable upon VA review and approval of submitted schedules.

Company Name and Offeror: Talion Construction, LLC.

From (person submitting question):

Brian Lock

Date of Inquiry: 2/18/2026

Phone Number: 951-506-9290

Proposal Inquiry: (Type inquiry below)

RFI#’s:

1. Please confirm the exact square footage of the roof area to be replaced on Building 647

(including parapet caps and small 1st floor roof area), as the SOW references approximately

8,500 sq ft but states that field verification is required by the general contractor. If it’s not

8500 Sq Ft and actually larger, will the VA pay to cover the additional sq ft? It is the responsibility of the bidder to verify actual square footage of the roofing.

2. For the KEE roofing system specified as the base standard (per SOW TABLE 1 and

Section 07 54 16), please provide the required minimum membrane thickness (e.g., 45 mil or higher) and polymer content (>50% KEE) if not already detailed. See Table “J” in the SOW.

3. Is substitution of the KEE roofing system (e.g., equivalent thermoplastic like PVC or TPO) permitted if it meets or exceeds performance, warranty, and VA specs, or is KEE strictly required with no substitutions? You may submit on a roofing system that is equal to the Tremco KEE system mailto:alex.arter@va.gov

2 | P a g e for VA review

4. If substitutions are allowed for KEE components (as noted in the SOW), what documentation (e.g., FM Global listings, ASTM compliance, 20-year NDL warranty) must be submitted to demonstrate equivalence? Submit any and all documents necessary to demonstrate that the product submitted is an equivalent or better product.

5. Please clarify acceptable manufacturers for the KEE membrane, accessories, adhesives, and flashings to maintain full system warranty and fire classification. See the SOW and specifications part 1 & 2 as well as other sections of the specifications. Submit on products that specified or meet or exceed specifications.

6. For preparation for re-roofing (Section 07 01 50 19), confirm if the existing asphalt roofing must be removed down to the structural deck, or if recover/overlaid installation is permissible in certain areas. See section 2E of the SOW as well as other sections of the specifications.

7. Are there any known wet or damaged areas in the existing roofing system that require specific removal, drying, or repair prior to new installation, and can the VA please provide core samples or moisture survey results before bidding so we know exactly how to bid this?

There are no known wet or damaged areas in the existing roofing system, there are no core samples available.

8. Confirm the required fastening pattern, recover board type (if used), and insulation thickness/R-value for the new KEE system over the existing deck. See the SOW and specifications part 1 & 2 as well as other sections of the specifications.

9. For roof drainage: Please provide locations and details of existing roof drains, scuppers, and crickets; confirm if any modifications or additions are required. It is the responsibility of the bidder to verify actual job-site conditions. See SOW and specifications for scope of work.

10. The contractor must provide a design layout (per SOW D). Is this layout subject to VA approval prior to installation, and what format (e.g., CAD, PDF) and submittal timeline is expected? How will monetary compensation be handled if the final design is not even close to what is described in the SOW? All contractor submissions need to be reviewed by the VA.

Final closeout drawings to be submitted in CAD format. Initial submittal may be in PDF format. Submittals will be due according to the specifications, see section 1.4 as well as other sections of the specifications. Any claims for additional work should be submitted to contracting.

3 | P a g e

11. For selective demolition (Section 02 41 00), confirm disposal requirements for existing asphalt roofing materials, including any testing for asbestos or hazardous content. See specification section 01 74 19 “Construction Waste Management” as well as other sections of the specifications.

12. Please provide any available as-built drawings or surveys of the existing roof, including equipment locations, penetrations, and structural deck type/condition. See attached drawings.

13. Weather protection: Confirm acceptable temporary roofing methods and duration limits during installation to prevent water intrusion if weather delays occur. Submit plan for temporary roofing method for VA review.

14. Odor-producing work (e.g., adhesives, sealants) must be performed after regular business hours (per SOW C). Please clarify the facility's regular business hours and any restrictions on weekend/night work. Actual time of “after business hours” to be determined at the time of the project.

15. Confirm coordination requirements for roof access, fall protection, and barricades to protect patients, staff, and occupied areas below during demolition and installation. See specifications section 1.16, 1.3 as well as other sections of the specifications.

16. For flashing and sheet metal (Section 07 60 00), confirm required materials (e.g., stainless steel, galvanized) and details for parapet caps, equipment curbs, and edge terminations. See the SOW and specifications part 1 & 2 as well as other sections of the specifications.

17. Roof specialties and accessories (Sections 07 71 00 / 07 72 00): Please specify VA-preferred products for roof hatches, smoke vents, or snow guards if applicable. Submit on these items where applicable for VA review.

18. Firestopping (Section 07 84 00) and joint sealants (Section 07 92 00): Confirm acceptable systems for penetration through the new roof membrane. Submit on these items where applicable for VA review.

19. The SOW mentions a new roofing system equivalent to KEE with implied long-term warranty. Confirm minimum duration (e.g., 20-year no-dollar-limit material and labor) and if manufacturer inspection/certification is required. See SOW section I-16.

20. Confirm if the contractor must provide manufacturer-certified installers (per SOW B) and submit proof of certification/training prior to work. Confirmed

4 | P a g e

21. For sustainable construction, confirm any specific LEED or VA sustainability credits targeted for the roofing replacement. Sustainable Construction Requirements can be found in

Section 01 81 13 of the specifications as well as other sections.

22. Construction waste management,: Please clarify diversion goals and reporting requirements for removed roofing materials. See specification section 01 74 19

“Construction Waste Management” as well as other sections of the specifications.

23. Temporary environmental controls: Confirm dust, debris, and runoff control measures required during demolition and installation. See specifications section 01 57 19 “Temporary

Environmental Controls” as well as other sections of the specifications.

24. Project schedules (Section 01 32 16): With 150 calendar days mandatory completion after

NTP, confirm if phased substantial completion (e.g., by roof section) is acceptable. Submit schedule to VA for review.

25. Submittals (Section 01 33 23): Confirm electronic vs. hard copy requirements and any specific approval timelines for roofing shop drawings. See specifications section 1.4, 1.6 &

1.7

26. Reference standards (Section 01 42 19): Confirm if FM Global 4450/4470 compliance is required for the KEE system classification. This is not a steel deck roof.

27. Plumbing-related (Sections 22 05 11 / 22 14 00): Confirm if any roof drain leader or storm drainage modifications are included in the scope. See SOW item I-6.

28. Thermal insulation (Sections 07 21 13 / 07 22 00): Clarify if tapered insulation or crickets are required for positive drainage. See specifications section 07 01 50.19 Preparation for Re-

Roofing”, Section 07 21 13 “Thermal Insulation”, Section 07 22 00 “Roof and Deck

Insulation” as well as other sections of the specifications.

29. Regarding on-site personnel: Per Section 01 35 26 Safety Requirements, confirm if the

SSHO must be a dedicated full-time position with no other duties, or if double-hatting (e.g., SSHO also serving as Superintendent) is permitted on this roofing project. Superintendent and SSHO requirements can be met by double-hatting.

30. Is triple-hatting (one person serving as Project Superintendent, SSHO, and QC Manager simultaneously) acceptable, or are separate-dedicated personnel required for each role?

Triple-hatting is not permitted

31. For the CQC System Manager (per Section 01 45 00 Quality Control), confirm minimum qualifications (e.g., graduate engineer/architect/construction management with experience)

5 | P a g e and whether they must report independently from the Superintendent. See specifications section 3.4 as well as other sections of the specifications

32. Can the Project Superintendent also serve as the CQC Manager (double-hatting), or must these be separate individuals to ensure independent quality oversight? No, must be separate.

33. Confirm whether the SSHO must have completed OSHA 30-hour Construction Safety

Training and additional VA/EM 385-1-1 requirements, and if they can perform other supervisory duties. OSHA 30-hour Construction Safety Training is required further requirement by found in specifications.

34. For a roofing replacement project of this scale (~8,500 sq ft, occupied facility), is a separate SSHO required at all times during work, or can the role be combined with the

Superintendent during lower-hazard phases? Superintendent and SSHO requirements can be met by double-hatting.

35. Please clarify if any alternate personnel arrangements (e.g., qualified alternate SSHO or

QC rep) are acceptable, and what submittal documentation is needed. Clarify alternate personnel

36. Given the potential for high-hazard activities (e.g., demolition, hot work if any, fall protection on roof), confirm if combining SSHO and Superintendent roles would violate safety mandates. No

37. Confirm full-time on-site presence requirement for the Superintendent, SSHO and QC during all work hours, and if double-hatting with SSHO/QC would impact this? Confirmed full time

38. In similar VA roofing replacement projects, separate SSHO and QC personnel are often required for impartiality. Please provide project-specific guidance on role combining for this solicitation. Cannot be combined.

39. For quality control inspections (e.g., 3-phase checks per Section 01 45 00), confirm if the

QC Manager must be independent from production supervision (Superintendent). QC

Manager must be independent.
