About this file

This is a Questions and Answers (Q&A) document containing 17 Requests for Information (RFIs) submitted by DRI, Inc. regarding the Replacement of B647 Roofing System at Mather VAMC, along with the contracting officer's responses.

The RFIs address critical technical and logistical clarifications for the roofing project. Key technical issues include: confirmation that the deck substrate is plywood (not concrete) with vapor barrier installation per manufacturer instructions; insulation thickness specifications referenced in section 07 22 00; requirement for coverboard to achieve Class A fire rating; and stainless steel thickness for copings and flashings per SOW and specifications. Operational and site-specific clarifications include: roof access through Building 649 is permitted; crane location to be determined with operations to remain unoccupied per safety requirements; materials are not to be brought through building interior; vendor badging is required per section 01 00 00; equipment shutdowns for fume control timing to be determined at project start; ceiling removal and restoration (mostly T-bar with some hard lid) is in scope; weekend work schedule to be determined; the standing seam metal roof over the stairwell is not being replaced; and poly iso insulation thickness requirements are specified in section 07 22 03 Item 2.1, which may necessitate raising mechanical curbs and roof penetrations. The contracting officer directs respondents to the SOW, specifications sections, and to contact Contracting regarding the IFB versus RFP question.

On behalf of DRI, Inc., please find below our RFIs regarding the Statement of Work and technical requirements for the Replacement of B647 Roofing System , Mather VAMC.

1. Per the SOW Section I, Item 1, it states to adhere vapor barrier to concrete deck. As-built drawings and onsite core during the pre-bid walk show plywood deck. Please clarify which deck substrate is correct and how the vapor barrier is to be applied. There is no concrete deck on this project, use specifications for plywood deck, install per manufacturers instructions.

2. Per SOW Section I, Item 2:

• What is the thickness of the insulation to be installed?

See specifications section 07 01 50.19 Preparation for Re-Roofing”, Section 07 21 13 “Thermal Insulation”, Section 07 22 00 “Roof and Deck Insulation” as well as other sections of the specifications

• Also, how are we achieving a Class A fire rating with no gypsum coverboard?

Coverboard is required see Part 3 of the specifications for cover board installation.

Per SOW Section I, Item 10: What is the thickness of the stainless steel for copings and flashings? See the SOW and specifications part 1 & 2 as well as other sections of the specifications.

3. Are there project specifications attachments for:

• 07 54 16 KEE Roofing

• 07 22 00 Insulation

• 07 60 00 Flashing and Sheet Metal

• 07 72 00 Roof Accessories Anything that is project specific is listed in the SOW.

5. Is there an asbestos report currently available? See Item #6 in the SOW

6. Is there an FAA requirement for the crane lift? See “Scope of Work” in section 01 00 00 “General Requirements” in specifications.

7. Should this solicitation offer be an IFB versus an RFP given that it is a price-driven based decision? Contact Contracting for clarification.

8. Regarding roof access, do solutions for gaining roof access have to be exterior? Or will access for crews be able to run through the inside of the building (as a crane will be picking materials and equipment to the roof)? The roof access through Building 649 can be used.

9. Please confirm the location of crane pick / staging. Crane location to be determined. Will the crane be permitted to operate over the building, and if so, will that area be unoccupied during lifts? See specifications section 01 35 26 “Safety Requirements” Item 1.19 “Cranes”

10. Is vendor badging required? If so, please confirm process/timeframe and any background requirements. See section 01 00 00 “General Requirements” Item 1.6 “Construction Security Requirements”

11. Will shutting off equipment for fume control be required? If yes, please confirm coordination requirements and allowable shutdown windows. See SOW section 2C. Actual time of “after business hours” to be determined at the time of the project.

12. Please clarify roof access requirements/constraints for crews and daily material handling. Materials not to be brought to roof through interior of building.

13. Will access into rooms below be required for drain replacement? Please confirm Access will be provided after hours. ceiling type (hard lids or T-bar) and whether ceiling removal/restoration is in scope. Mostly T-bar some hard lid, include removal/restoration in scope.

14. Is weekend work required or allowed for phasing, shutdowns, or odor/fume control? After hours work schedule to be determined.

15. Is the new roof system (insulation, cover board and KEE membrane) fully adhered or mechanically attached? See section 07 22 00-7 3.6 in the specification and I- 5.0 in the SOW.

16. Are the standing seam metal roofs also being roofed? (Plan page AE102 Roof Plan). No, the metal roofing over the stairwell is not being replaced.

17. What thickness of poly iso insulation is to be installed? The insulation requirements are in the specification section 07 22 03 Item 2.1 Depending on the thickness, some mechanical curbs and roof penetrations will need to be raised.

Thank you, DANIELA SANCHEZ
