About this file
This is a Request for Information (RFI) form for federal solicitation 36C26126R0018 submitted by DHC Contracting, Inc. (Principal Doug Bardin) on February 18, 2026, regarding a roofing project. The RFI contains 16 numbered inquiries directed to the contracting officer at alex.arter@va.gov, with responses to be provided via amendment format through email and/or SAM.gov posting.
The inquiries address technical specifications and clarifications for a roof replacement project involving KEE-type membranes, polyiso insulation, DensDeck Prime underlayment, and aluminum coping. Key questions focus on: (1) the feasibility of the breaking point value specification in Table 1, which the contractor believes exceeds industry standards and limits competition; (2) scope definition gaps regarding insulation type, thickness, attachment methods, and coping gauge; (3) DensDeck installation requirements over various deck substrates; (4) confirmation that the existing deck is plywood; (5) vapor barrier application methodology; (6) polyiso R-value and thickness requirements; (7) cricket slope specifications; (8) drain retrofitting needs; (9) adhesive application methods for insulation and underlayment; (10) the number of existing roof layers requiring removal; (11) clarification that metal roofing over the stairwell is not being replaced; (12) the coping gauge specification discrepancy (20-gauge referenced as non-standard); (13) vapor barrier type compatibility with plywood decking; (14) identification of insulated piping systems on the roof; and (15) specifications for roof ladder placement, dimensions, material, and finish, with a request for an allowance option if details are unavailable.

Proposal Inquiry: (Type inquiry below)
RFI #1 – The breaking point value specified in Table 1 appears to significantly exceed both accepted industry standards and minimum requirements established by ASTM D6754 for KEE-type membranes.
To our knowledge, this specific threshold is not met by the majority of manufacturers in the industry.
Could the VA please clarify whether roofing systems meeting all relevant ASTM standards and all other Table 1 performance metrics — except for the specified breaking point value — will be considered acceptable for evaluation? If not, can the VA provide the technical justification for requiring this particular breaking point threshold, given its potential to limit competition? Provide the product called for in the specifications or an equivalent.
mailto:alex.arter@va.gov
RFI #2 – Scope Definition: We are unable to fully define our scope of work as several key elements of the roofing package remain unclear, including insulation type and thickness, attachment method, and coping gauge. Could the VA please provide clarification and confirm the required specifications for the insulation package, insulation attachment, and coping gauge, or provide the relevant drawing details? See the SOW and specifications part
1 & 2.
RFI #3 – DensDeck Installation Clarification: The specification calls for DensDeck Prime 1/2" adhered with all joints staggered. However, current detail drawings only indicate DensDeck over a plywood deck. Could the VA please clarify whether DensDeck installation is required over all deck types, including concrete or other substrates, and confirm the intended attachment method? There is no concrete deck on this project. See specifications part 3 and manufacturer's instructions.
RFI #4 – What is the current decking under the proposed areas of re-roof? Plywood Deck
RFI #5 – If there is currently concrete decking, do you agree that the best application would be to fully adhere all layers of iso? There is no concrete decking.
RFI #6 – How is the vapor barrier being applied to the roof? Install per manufacturer's instructions.
RFI #7 – What R value and thickness are needed for Polyiso? See Specifications various locations
RFI #8 – What slope is required for crickets? See specifications section 2.4
RFI #9 – Do any drains need to be retrofitted? Yes, see the SOW item I-6
RFI #10 – Should the ISO and DensDeck be adhered with KEE splatter spray or insul lock?
Install per manufacturer's instructions
RFI #11 – Is there a core cut of the building? How many layers are currently on the system that need to be torn off? Unknown
RFI #12 – Will you please provide specifications for the small metal roof section? No, the metal roofing over the stairwell is not being replaced.
RFI #13 – The RFP outlines a 20-gauge coping metal and the specifications refer to aluminum. Would you please clarify as 20-gauge is not a standard coping gauge? See specifications part 2
RFI #14 – Would you please clarify the type of vapor barrier that should be used? The details show plywood and the roofing specification talks about concrete decks. Existing roof has a plywood deck.
RFI #15 – Would you please clarify what the insulated piping pictured below is for? There are several piping systems on the roof. I.E. heating hot water, chilled water, condensate drain, domestic water, steam piping etc. There may be others as well.
RFI #16 – Please clarify where you would like the new roof ladder and provide dimensions, material type and finish. If unsure at this time, would an allowance for all bidders to carry make sense? See specifications for roof ladder details. Submit a proposed ladder and ladder location during submittal process for approval.
