About this file
This is a Request for Information (RFI) form containing pre-proposal inquiries submitted by D Square Construction LLC regarding a Department of Veterans Affairs roofing project. The inquiries, submitted on February 13, 2026, by Dennis Driskill, address clarifications needed for proposal development across multiple technical and contractual areas.
Key inquiries and VA responses include: (1) HAZMAT testing responsibility and Period of Performance impact—the VA stated that if testing is required, contracting will decide on period extension; (2) treatment of ACM or LBP findings as differing conditions—the VA referenced SOW 5.0 Environmental Protection; (3) personnel role consolidation—the VA clarified that the Construction Quality Control (CQC) manager must be a separate individual from the Site Superintendent and SSHO; (4) third-party commissioning scope for HVAC, Electrical, Communications, and Electronic Safety & Security systems—the VA indicated these systems may be included only if removal is required for roofing work; (5) electric meter installation and costs—the VA confirmed meters are not required; (6) on-site architect and engineer requirements—the VA clarified these professionals are not required to be present at all times; (7) covered trash chute utilization—approved; (8) roof ladder requirements for Building 645—the VA confirmed a ladder is required from ground level to the first floor roof in addition to the first-to-second floor ladder; and (9) project start date—to be determined. All RFI responses will be issued via email and/or posted to SAM.gov.

14. Statement of Work, Item #5 - Environmental Protection states that the Contractor shall provide a full report of the area of the project with all materials suspected or identified needing testing for HAZMAT. We know this roof will require a HAZMAT Survey prior to demolition as lead flashings were noted during the Site Visit, yet it is unclear whether the VA or the Contractor shall engage the HAZMAT Testing Agency for this work. Will the VA clarify whether the VA or the Contractor will engage the HAZMAT Testing agency and explain whether the time required for this pre-demolition testing will count against the current Period of Performance of 150 days. If the Contractor is responsible to perform the pre-demolition HAZMAT Testing, will the VA add an additional 14 days to the Period of Performance or provide a delayed Notice To Proceed??
If testing is required, contracting will decide if the period of performance will be extended.
15. If the HAZMAT Survey finds ACM or LBP requiring removal/abatement will the VA consider this a differing condition for bidding purposes?
See SOW 5.0 “Environmental Protection”
16. Will the VA clarify if the Contractor's Site Supt., if duly qualified, may also serve in the roles of CQC and SSHO or will the VA require a separate individual for either of those two roles? CQC must be a separate individual
17. Statement of Work, page 7 of 11, Third Party Commissioning states that the Commissioning Agent (CxA) will be provided by the Contractor and will participate in the design phase, construction observation visits, design phase commissioning, etc. and the systems to be commissioned include HVAC, Electrical, Communications, and Electronic Safety & Security. Will the VA clarify whether these systems are to be included in this roofing project, and if so, provide further detail regarding the scope of work for these systems? These systems may need to be included in the scope of work if the roofing work requires their removal.
18. Specification Section 01 00 00, Part 1.24 requires the Contractor to connect electric meters to the VA premises and pay for electricity used at the "prevailing rate". Will the
VA clarify if the VA will require electric meters to be installed and will the VA charge the Contractor for electricity for this project? If so, will the VA provide the "prevailing rate" that the electricity use will be charged at? Electric meters are not required
19. Specification Section 01 45 00, Part 3.4-A & C requires the Contractor to retain additional specialized individuals who must be present at all times during work in these individual's specific area of responsibility. For this project, this requirement would mean the Contractor must retain an Architect (or Const. Professional with 5 years' experience), and possibly an Environmental Engineer, all to be present onsite at all times during activities in their respective areas of responsibility. Since the hiring of these Architects/Engineers, and having them onsite during any work taking place in their respective areas of expertise, will add significantly high costs to this project, will the VA clarify whether this will be a requirement for this project? The Architects/Engineers are not required to be present at all times during activities on this project.
20. Will the VA permit the utilization of a covered trash chute for this project? Yes
21. Statement of Work, Item 2-H-13 asks for a new roof ladder for Building 645, from the 1st floor roof to the 2nd floor roof. Will the VA also require a roof ladder from ground level to the 1st floor roof? Yes mailto:alex.arter@va.gov
22. Will the VA clarify the expected start date for this project? To be determined
