About this file
This is a comprehensive specification document for the replacement of the roofing system for Building 647 at the Mather Veterans Affairs Medical Center (VAMC) in Sacramento, California. The project scope includes complete demolition and removal of approximately 8,500 square feet of existing asphalt roofing and installation of a new Ketone Ethylene Ester (KEE) roofing system with associated flashing, insulation, and accessories. The specification establishes detailed requirements across multiple sections including general requirements, project scheduling, submittals, safety protocols, quality control, temporary environmental controls, construction waste management, and sustainable construction practices.
The specification mandates that the contractor provide a fiber-type waterproofing vapor barrier, expanded polystyrene insulation, and a 60-mil or better reinforced roof membrane of polyester knit fabric with thermoplastic coating similar to Tremco's TremPly Kee system in white color. Key deliverables include replacement of 10 roof drains with new strainers and clamp rings, installation of new stainless steel flashings and metal wall panel covers, and worker access walkways 3 feet wide extending up to 100 linear feet. The contractor must obtain a 30-year manufacturer warranty from the KEE roofing system provider and submit maintenance instructions in both physical and digital formats. Additional requirements include preparation of detailed submittals, adherence to OSHA and VA safety standards, infection prevention measures during construction, a construction waste management plan diverting minimum 50 percent of debris from landfills, and coordination with roof drain flashing per Section 22 14 00. The project requires phased work to minimize disruption to hospital operations, with work potentially scheduled during nights and weekends, and all work must comply with VA guidelines for a healthcare facility environment.
